Актуальность. В Российской Федерации проблемам цифровой экономики в последнее время уделяется много внимания, несмотря на то, что само понятие «цифровая экономика» является относительно новым для нашей страны. В сложившихся условиях важной задачей обеспечения экономической безопасности является противодействие вызовам и угрозам цифровизации экономики. Представляется актуальным исследовать потенциал России для развития цифровой экономики, дифференцировать проблемы экономической безопасности цифровой экономики, определить риски и угрозы цифрового общества, провести анализ российского и зарубежного опыта в части обеспечения экономической безопасности цифровой сферы.Целью статьи является комплексное исследование проблем экономической безопасности цифрового общества в России и зарубежных странах, а также теоретико-методическое обоснование направлений государственной экономической политики с целью снижения рисков и предотвращения угроз цифровой экономики.Задачи: анализ различий государственной политики России и зарубежных стран в области обеспечения экономической безопасности цифрового сектора; выявление на основе аналитико- систематизационного подхода существующего практического опыта слабопроработанных сторон реализуемой государственной политики в области обеспечения цифровой безопасности.Методология. В исследовании применён системный подход, основанный на совокупности методов структурной, статистической и динамической оценки изучаемых процессов, схематичной интерпретации эмпирико-фактологической информации.Результаты. В статье рассмотрена экономическая политика государства, направленная на обеспечение экономической безопасности цифрового общества и нейтрализацию угроз цифровой экономики. Проанализировано состояние и темпы роста цифровой экономики в странах мира. Проанализированы показатели мирового рынка цифровых технологий, макротехнологий, наукоемкой продукции. Рассмотрено регулирование инновационного развития экономики налоговыми инструментами. Определены актуальные проблемы цифровой экономики и предложены пути их решения.Вывод. В результате исследования определены направления государственной политики России и зарубежных стран в области обеспечения экономической безопасности цифрового общества, что может способствовать инновационному развитию и конкурентоспособности экономики.
Relevance. In the Russian Federation, the problems of the digital economy have recently received a lot of attention, despite the fact that the very concept of "digital economy" is relatively new for our country. In the current conditions, the priority task of ensuring economic security is to counteract the challenges and threats of the digitalization of the economy. It seems relevant to explore the potential of Russia for the development of the digital economy, to differentiate the problems of economic security of the digital economy, to identify the risks and threats of the digital society, to analyze Russian and foreign experience in ensuring the economic security of the digital sphere.The purpose of the article is a comprehensive study of the problems of economic security of the digital society in Russia and foreign countries, as well as a theoretical and methodological justification of the directions of state economic policy in order to reduce risks and prevent threats to the digital economy.Objectives: analyze the differences between the state policy of Russia and foreign countries in the field of ensuring the economic security of the digital sector; identification, based on the analytical and systematization approach, of the existing practical experience of the weakly developed sides of the implemented state policy in the field of digital security.Methodology. The study uses a systematic approach based on a set of methods for structural, statistical and dynamic assessment of the processes under study, and a schematic interpretation of empirical and factual information.Results. The article considers the economic policy of the state aimed at ensuring the economic security of the digital society and neutralizing the threats of the digital economy. The state and growth rates of the digital economy in the countries of the world are analyzed. The indicators of the global market of digital technologies, macro-technologies, and high-tech products are analyzed. The regulation of the innovative development of the economy by tax instruments is considered. The current problems of the digital economy are identified and ways to solve them are proposed.Conclusion. As a result of the research, the directions of the state policy of Russia and foreign countries in the field of ensuring the economic security of the digital society are determined, which can contribute to the innovative development and competitiveness of the economy.
