Актуальность. Неравномерность цифрового развития регионов в условиях цифровой трансформации порождает риск для формирования действенной региональной цифровой экосистемы. Разработка мероприятий, направленных на нивелирование рисков формирования цифровой экосистемы региона, позволит обеспечить процесс устойчивого функционирования цифровой региональной экономики.Цель – оценка тенденций развития цифровой жизни в регионах ЦФО и нахождение с учетом особенностей процесса цифровизации в них способов нивелирования имеющихся угроз для формирования действенной региональной цифровой экосистемы.Задачи: анализ индекса цифровой жизни регионов ЦФО в разрезе направлений их социально-экономической жизни; ранжирование и кластеризация регионов ЦФО по уровню их цифрового развития; разработка мероприятий, направленных на формирование действенной цифровой экосистемы региона.Методология. Методической базой исследования послужили: метод статистической обработки информации; графический метод визуализации статистических данных; ранжирование методом суммы мест и методом расстояний; методы статистического анализа и синтеза.Результаты. Исследование уровня цифровой жизни регионов ЦФО демонстрирует наличие цифрового разрыва как внутри регионов по основным составляющим цифровой среды, так и между ними. В целях разработки мероприятий, направленных на нивелирование рисков, угрожающих формированию цифровых региональных экосистем, заключающихся в неравномерном цифровом развитии регионов ЦФО, была осуществлена их кластеризация, которая позволила сформулировать конкретную тактику действий для нуждающихся в этом регионов в отношении процесса цифровизации основных составляющих цифровой среды в соответствии с уровнем их цифрового развития. Наряду с рекомендациями в отношении процесса цифровизации основных составляющих цифровой среды были сформулированы мероприятия, направленные на совершенствование взаимоотношений участников цифрового взаимодействия и базы их взаимодействия, спектр распространения которых охватывает все составляющие цифровой экосистемы региона и позволяет предоставить возможность ее поступательного развития.Вывод. Формирование региональной цифровой экосистемы с учетом мероприятий, направленных на предотвращение угрозы дифференциации цифровизации регионов, позволит в перспективе устойчиво развиваться цифровой экономике региона.
Relevance. The uneven digital development of regions in the context of digital transformation creates a risk for the formation of an effective regional digital ecosystem. The development of measures aimed at leveling the risks of the formation of the digital ecosystem of the region will ensure the process of sustainable functioning of the digital regional economy.Purpose is to assessment of trends in the development of digital life in the regions of the Central Federal District and finding, taking into account the peculiarities of the digitalization process in them, ways to level the existing threats for the formation of an effective regional digital ecosystem.Objectives: analysis of the digital life index of the Central Federal District regions in the context of their socioeconomic life; ranking and clustering of the Central Federal District regions by the level of their digital development; development of measures aimed at creating an effective digital ecosystem in the region.Methodology. The methodological basis of the study was: a method of statistical information processing; a graphical method for visualizing statistical data; ranking by the sum of places method and the distance method; methods of statistical analysis and synthesis.Results. The study of digital life Central Federal district regions shows the presence of a digital divide, as within regions at the main components of the digital environment, and between them. In order to design interventions aimed at leveling the risks to the formation of a regional digital ecosystem consisting in digital uneven development of the regions of the Central Federal district was carried out for their clustering, which allowed us to formulate specific tactics for those in need of regions in the process of digitalization of the main components of the digital environment in accordance with their level of digital development. Along with recommendations on the process of digitalization of the main components of the digital environment, measures were formulated aimed at improving the relationships of participants in digital interaction and the basis for their interaction, the range of distribution of which covers all components of the digital ecosystem of the region and allows for its progressive development.Conclusion. The formation of a regional digital ecosystem, taking into account measures aimed at preventing the threat of differentiation of the digitalization of regions, will allow for the sustainable development of the digital economy of the region in the future.
