Актуальность. Малое и среднее предпринимательство относится к важнейшим структурным элементам национальной и региональной экономических систем, особенность которого заключаются в формировании значительного потенциала развития при оптимальном сочетании финансовых, трудовых, материальных ресурсов, способностью быстрой адаптации к макроэкономическим условиям. Поэтому проведение аналитических исследований с целью выявления факторов их активизации является важнейшей задачей экономических анализа регионального развития, результатом которой выступает формирование комплекса структурированных действий по повышению эффективности инвестиционного развития. Цель исследования заключается в необходимости разработки методических положений по анализу роли субъектов предпринимательства в системе условий инвестиционной привлекательности отдельных территорий. Задачи: рассмотреть подходы отечественных ученых к выделению факторов обеспечения инвестиционной привлекательности регионов; анализ развития сектора малого и среднего предпринимательства и разработка методических положений по оценке роли малого и среднего бизнеса для обеспечения инвестиционной привлекательности региональной экономики. Методология. При проведении аналитического исследования применялись методы трендового, горизонтального и сравнительного анализа, логического анализа, общенаучные методы исследования (дедукция и индукция), методы прогнозирования показателей. Результаты. Систематизированы факторы, определяющие динамику функционирования сектора малого и среднего предпринимательства, а также предложен методический подход исследования влияния сектора предпринимательства на уровень инвестиционной привлекательности регионов. Выводы. Анализ факторов, определяющих тренды малого и среднего предпринимательства для обеспечения инвестиционной привлекательности регионов, является базисом для проведения анализа результативности программ регионального развития. Исследование трендов развития предпринимательского сектора в разрезе регионов позволяет впоследствии разработать резервы повышения инвестиционной привлекательности субъектов.
Relevance. Small and medium-sized enterprises are among the most important structural elements of national and regional economic systems, the peculiarity of which is the formation of significant development potential with an optimal combination of financial, labor, and material resources, and the ability to quickly adapt to macroeconomic conditions. Therefore, conducting analytical research in order to identify the factors of their activation is the most important task of economic analysis of regional development, which results in the formation of a set of structured actions to improve the effectiveness of investment development. The purpose of the study is the need to develop methodological provisions for analyzing the role of business entities in the system of conditions for the investment attractiveness of individual territories. Objectives: to consider the approaches of domestic scientists to identify factors for ensuring the investment attractiveness of regions; to analyze the development of the small and medium-sized business sector and to develop methodological guidelines for assessing the role of small and medium-sized businesses in ensuring the investment attractiveness of the regional economy. Methodology. The analytical research used methods of trend, horizontal and comparative analysis, logical analysis, general scientific research methods (deduction and induction), methods of forecasting indicators. Results. The factors determining the dynamics of the functioning of the small and medium-sized business sector are systematized, and a methodological approach to studying the impact of the business sector on the level of investment attractiveness of regions is proposed. The study of trends in the development of the business sector by region allows us to subsequently develop reserves to increase the investment attractiveness of the subjects.
