Актуальность. В настоящее время офсетные контракты становятся все более востребованным инструментом для стран, стремящихся обеспечить медицинскую независимость, расширить доступ к современным технологиям и сократить зависимость от импорта путем применения механизма государственно-частного партнерства. Помимо этого офсетные программы стимулируют создание высокотехнологичных рабочих мест, развитие местной инфраструктуры, а также трансфер знаний в таких областях, как фармацевтика, производство медицинской техники и медицинских изделий, диагностика и биотехнологии. Цель ‒ изучение механизма офсетных контрактов в медицинской промышленности, анализ их значения для развития локального производства и технологий, а также выявление ключевых примеров применения данного инструмента в различных странах. Задачи: формализовать концепцию офсетных контрактов и их роль в экономике; проанализировать особенности офсетных контрактов в медицинской промышленности; рассмотреть успешные примеры использования офсетных контрактов в медицинской промышленности; выявить преимущества и проблемы применения офсетных соглашений; оценить перспективы применения офсетных контрактов для развития локальных медицинских рынков. Методология. В работе применены теоретические и эмпирические методы исследования офсетных контрактов. Результаты. Выявлены и формализованы проблемы и перспективы расширения применения офсетных контрактов в медицинской промышленности. Выводы. Офсетные контракты являются эффективной формой государственно-частного партнерства в медицинской промышленности, обладают рядом безусловных преимуществ для всех сторон-участников, а также имеют потенциал стать важным инструментом устойчивого развития здравоохранения не только на региональном уровне, но и в рамках проектов общегосударственной и международной экономической политики Российской Федерации.

Relevance. Currently, offset contracts are becoming an important tool for countries seeking to ensure medical independence, expand access to modern technologies and reduce dependence on imports through the use of public private partnership mechanisms. In addition, offset programs stimulate the creation of high-tech jobs, the development of local infrastructure, and the transfer of knowledge in areas such as pharmaceuticals, the production of medical equipment and medical products, diagnostics and biotechnology. The purpose is to study the mechanism of offset contracts in the medical industry, analyze their importance for the development of local production and technologies, and identify key examples of the use of this tool in various countries. Objectives: to formalize the concept of offset contracts and their role in the economy; analyze the features of offset contracts in the medical industry; consider successful examples of the use of offset contracts in the medical industry; identify the advantages and problems of applying offset agreements; assess the prospects for using offset contracts for the development of local medical markets. Methodology. The work applies theoretical and empirical methods for studying offset contracts. Results. Problems and prospects for expanding the use of offset contracts in the medical industry were identified and formalized. Conclusions. Offset contracts are an effective form of public-private partnership in the medical industry, which has a number of unconditional advantages for all parties involved, and also has the potential to become an important tool for the sustainable development of healthcare not only at the regional level, but also within the framework of national and international economic policy projects of the Russian Federation.
