Актуальность. Статья посвящена актуальной проблеме оценки эффективности интеграции среднетехнологичных отраслей в глобальных цепочках стоимости (ГЦС).Цель. Для России среднетехнологичные отрасли являются основой индустриального облика экономики, поэтому важно понимать, насколько успешно они развиваются в рамках ГЦС и международного разделения труда.Задачей исследования является определение критериев эффективной народно-хозяйственной интеграции отраслей в ГЦС.Методология связана со статистической корреляцией показателей прямых (восходящих) и обратных (нисходящих) связей в ГЦС с показателем прироста доли национальной отраслевой добавленной стоимости в общемировой добавленной стоимости. Исследование проведено на статистической базе данных TiVA (торговля добавленной стоимостью), публикуемой Организацией экономического сотрудничества и развития (ОЭСР). В исследование включены показатели 30-ти крупнейших индустриальных стран мира, из них 22 страны – члены ОЭСР, 8 – крупнейшие развивающиеся страны, включая Россию. Временной охват – 2005 – 2015 гг. – является важным периодом угасания глобализации и начала возрождения протекционистских тенденций под влиянием обострения глобального экономического кризиса, начавшегося в 2008 г.Результаты исследования подтвердили первоначальную гипотезу – критерием эффективной народно-хозяйственной интеграции в ГЦС является опережающий рост восходящих связей над нисходящими и даже максимальный разрыв между этими показателями. Отрицательные значения нисходящих связей, свидетельствующие об импортозамещении компонентов, используемых в производстве конечной экспортной продукции, являются важным условием успеха интеграции в ГЦС.Выводы. Значительное большинство стран, продемонстрировавших рост относительного показателя добавленной стоимости отрасли, соответствовали критериям эффективной интеграции, из них подавляющее большинство – быстрорастущие развивающиеся страны во главе с Китаем. Россия продемонстрировала неудачные результаты, свидетельствующие об отсутствии эффективной народ- но-хозяйственной стратегии интеграции в ГЦС.
Relevance. The article focuses on the current problem of assessing the effectiveness of integrating mediumtech industries into global value chains (GVCs).Purpose. For Russia, medium-tech industries are the basis of the industrial appearance of the economy, so it is important to understand how successfully they are developing within the framework of the GVC and the international division of labor.The objectives of the study is to define criteria for effective national economic integration of industries into the GVC.The methodology relates to the statistical correlation of forward (upstream) and backward (downstream) linkages in the GVC with the increase in the share of national sectoral value added in global value added. The study was conducted on the statistical database TiVA (value-added trade) published by the Organization for Economic Cooperation and Development (OECD). The study includes indicators of the 30 largest industrial countries in the world, of which 22 are OECD member countries, and 8 are the largest developing countries, including Russia. The time span of 2005-2015 is an important period of the decline of globalization and the beginning of the revival of protectionist trends under the influence of the worsening global economic crisis that began in 2008.The results of the study confirmed the initial hypothesis - the criterion for effective national economic integration in the GVC is the outstripping growth of ascending relations over descending ones and even the maximum gap between these indicators. Negative values of downstream links, which indicate import substitution of components used in the production of final export products, are an important condition for the success of integration into GVC.Conclusions. A large majority of countries that have shown an increase in the relative value added of the industry met the criteria for effective integration, of which the vast majority are fast-growing developing countries led by China. Russia has shown unsuccessful results, indicating the lack of an effective national economic strategy for integration into the GVC.
