Актуальность темы исследования определяется региональным развитием инвестиционной инфраструктуры, которое является одним из приоритетных направлений государственной экономической политики с учетом вызовов и возможностей цифровой экономики и реализации крупных инвестиционных и инфраструктурных проектов. В связи с этим исследование развития инвестиционной инфраструктуры регионов в контексте обеспечения экономической безопасности приобретает особую значимость, поскольку позволяет выявить системные закономерности и основополагающие факторы, определяющие результативность государственной экономической политики
Цель. Основной целью исследования является обоснование методических подходов оценки инвестиционной инфраструктуры региона в контексте обеспечения экономической безопасности.
Задачи исследования: обосновать методические подходы развития инвестиционной инфраструктуры; провести количественную оценку развития инвестиционной инфраструктуры региона; разработать и оценить индикаторы развития инвестиционной инфраструктуры региона.
Методология. При проведении исследования были использованы следующие методы: методы структурной, статистической и динамической оценки изучаемых процессов, графической и табличной интерпретации эмпирико-фактологической информации.
Результаты. Практическая значимость результатов исследования заключается в разработке методических рекомендаций, которые могут быть использованы органами государственной власти при формировании, систематизации и оценке инвестиционной инфраструктуры региона в контексте обеспечения экономической безопасности.
Выводы. На региональном уровне для оценки развития инвестиционной инфраструктуры целесообразно использовать при мониторинге следующие показатели: структура и динамика валового регионального продукта; индекс промышленного производства; инвестиции в основной капитал; динамика использованных передовых производственных технологий; доля инвестиций, направленных на реконструкцию и модернизацию в общем объеме инвестиций в основной капитал. При реализации инвестиционного блока стратегии социально-экономического развития Курской области потребуется диверсификация экономики региона и создание устойчивой социально-экономической модели приграничного региона, который способен привлекать инвестиции и резидентов на территории особых экономических зон, промышленных парков, а также развивать механизмы удержания привлечения человеческого капитала в регионе.
The relevance of the research topic is determined by the regional development of investment infrastructure, which is one of the priorities of state economic policy, taking into account the challenges and opportunities of the digital economy and the implementation of major investment and infrastructure projects. In this regard, the study of the development of regional investment infrastructure in the context of ensuring economic security is of particular importance, since it allows us to identify systemic patterns and fundamental factors that determine the effectiveness of state economic policy.
Purpose. The main purpose of the study is to substantiate methodological approaches to assessing the investment infrastructure of the region in the context of ensuring economic security.
Objectives: to substantiate methodological approaches to the development of investment infrastructure; to quantify the development of investment infrastructure in the region; to develop and evaluate indicators for the development of investment infrastructure in the region.
Methodology. The following methods were used in the research: methods of structural, statistical and dynamic assessment of the studied processes, graphical and tabular interpretation of empirical and factual information.
Results. The practical significance of the research results lies in the development of methodological recommendations that can be used by public authorities in the formation, systematization and assessment of the investment infrastructure of the region in the context of ensuring economic security.
Conclusions. At the regional level, it is advisable to use the following indicators for monitoring the development of investment infrastructure: the structure and dynamics of gross regional product; industrial production index; investments in fixed assets; dynamics of advanced production technologies used; the share of investments aimed at reconstruction and modernization in total investments in fixed assets. The implementation of the investment block of the strategy for socioeconomic development of the Kursk region will require the diversification of the region's economy and the creation of a sustainable socio-economic model of the border region, which is able to attract investments and residents in special economic zones, industrial parks, as well as develop mechanisms to retain the attraction of human capital in the region.
