Актуальность темы исследования продуцируется важностью формирования эффективной модели оценки готовности экономики муниципального образования развиваться в соответствии с концепцией Smart City, которая позволяет получить достоверный результат о реализации данного процесса.Целью написания научной статьи выступает формирование агрегатированной модели оценки готовности экономики муниципального образования развиваться в соответствии с концепцией Smart City.Задачи исследования формируются в контексте рассмотрения существующих инструментов оценки концепции Smart City с последующим формированием и апробацией агрегатированной модели оценки готовности экономики муниципального образования развиваться в соответствии с концепцией Smart City.Методология исследования заключается в использовании инструментарного аппарата, проявляющегося в контексте следующих методов: группировки данных, теоретического анализа, абстрагирования от внешних изменений, классификации, моделирования, имплицирования данных, совокупности эмпирических критериев, статистических характеристик и табличного обобщения материала.Результаты исследования состоят в следующем: рассмотрен существующий инструментарий оценки концепции Smart City, сформирована агрегатированная модель оценки готовности экономики муниципального образования развиваться в соответствии с концепцией Smart City, апробирована агрегатированная модель оценки готовности экономики муниципальных образований Орловской области развиваться в соответствии с концепцией Smart City.Выводы. Агрегатированная модель экономики муниципальных образований позволит создать первоначальную ступень оценки концепции Smart City с позиции эффективности внедрения результатов в систему территориального планирования. Использование агрегатированной модели на практике устранит проблемы оценки значимости данного процесса, совместного развития экономик муниципальных образований в рамках концепции Smart City, в том числе с использованием уровней технологизации города и цифровизации общества, отрицания влияния на данный процесс иных условий функционирования агрегатированной модели и ее попадания в зону значимости экономик муниципальных образований.
The relevance of the research topic is produced by the importance of forming an effective model for assessing the readiness of the economy of the municipality to develop in accordance with the Smart City concept, which would allow obtaining a reliable result on the implementation of this process.The purpose of writing a scientific article is the formation of an aggregated model for assessing the readiness of the economy of a municipality to develop in accordance with the concept of Smart City.Objectives. The research tasks are formed in the context of considering the existing assessment tools by the Smart City concept, with the subsequent formation and testing of an aggregated model for assessing the readiness of the economy of a municipality to develop in accordance with the Smart City concept.Methodology. Research tools include the method of grouping data, the method of theoretical analysis, the method of abstraction from external changes, the method of classification, the method of modeling, the method of implicating data, the method of grouping information, the method of a set of empirical criteria, the method of statistical characteristics, the method of tabular summarization of materials.The results of the study are as follows to considered the existing toolkit for assessing the Smart City concept, to formed an aggregated model for assessing the readiness of the economy of a municipal formation to develop in accordance with the Smart City concept, to tested an aggregated model for assessing the readiness of the economy of municipalities in the Orel region to develop in accordance with the Smart City concept.Conclusions. The aggregated model of the economy of municipalities will create an initial stage of assessing the Smart City concept from the standpoint of the effectiveness and efficiency of the implementation of the results in the territorial planning system. The use of the aggregated model in practice will eliminate the problems of assessing the possibility of joint development of the economies of municipalities within the Smart City concept from the level of technologization of the city and digitalization of society, the issue of denying the influence on this process of other conditions for the functioning of the aggregated model and it’s falling into the zone of significance of the economies of municipalities.
