Актуальность. В статье рассматриваются теоретические и практические аспекты составления профиля цифровой трансформации региона на основе детального анализа факторов, определяющих уровень цифрового развития. Особое внимание уделено межрегиональному анализу уровня синергетического взаимодействия участников процесса цифровизации.Цель исследования заключается в разработке инструментария экспресс-анализа регионов РФ на основе ключевых составляющих цифровой экосистемы и профиля среды региона.Задачи исследования заключаются в рассмотрении возможности модификации методов стратегического анализа для комплексной оценки факторов цифрового развития региона и использования полученных результатов для оценки уровня цифрового взаимодействия участников процесса цифровизации.Методология. Написание статьи сопровождалось использованием широкого арсенала методов исследования: методы балльной оценки; метод профиля среды; синтеза; коэффициентный; табличный; метод экспертной оценки и т. д.Результаты: предложен авторский подход к пониманию дифиниций «цифровое развитие региона», «цифровая трансформация региона» цифровая; изложен подход модификации методов PEST-анализа и метода профиля цифровой трансформации региона; введен в понятийный аппарат экономической науки термин «синергетическое взаимодействие участников цифровизации»; предложены метод балльной оценки ключевых составляющих цифровой экосистемы, взвешивание оценок для целей межрегионального анализа и составления рейтинга регионов для принятия управленческих решений, направленных на активизацию процессов цифрового развития; дана характеристика уровней синергетического взаимодействия участников цифровизации и выделены диапазоны значений.Выводы. В настоящее время ввиду отсутствия четкого инструментария оценки и прогнозирования уровня цифрового развития региона материалы исследования позволяют проводить экспресс-анализ факторов, которые необходимо учитывать при разработке стратегий цифровой трансформации региональных хозяйственных систем.
Relevance. The article discusses the theoretical and practical aspects of drawing up a profile of the digital transformation of the region based on a detailed analysis of the factors that determine the level of digital development. Particular attention is paid to the interregional analysis of the level of synergetic interaction of participants in the digitalization process.The purpose of the study is to develop tools for rapid analysis of Russian regions based on the key components of the digital ecosystem and the profile of the region's environment.Objectives of the study are to consider the possibility of modifying the methods of strategic analysis for a comprehensive assessment of the factors of the digital development of the region and using the results to assess the level of digital interaction of participants in the digitalization process.Methodology. The writing of the article was accompanied by the use of a wide arsenal of research methods: methods of scoring, the method of the profile of the sample, synthesis, coefficient, tabular, the method of expert evaluation, etc.Results: the author's approach to understanding the definitions "digital development of the region", "digital transformation of the region" is proposed; the approach of modifying the methods of PEST analysis and the method of the profile of the digital transformation of the region is incorrect; the term "synergetic interaction of digitalization participants"is introduced into the conceptual apparatus of economic science; a method of scoring the key components of the digital economy is proposed, weighing the estimates for the purposes of interregional analysis and compiling a rating of regions for making management decisions aimed at activating the processes of digital development; the characteristic of the levels of synergetic interaction of digitalization participants is given and the ranges of values are highlighted.Conclusions. Currently, due to the lack of clear tools for assessing and predicting the level of digital development of the region, the research materials allow for an express analysis of the factors that need to be taken into account when developing strategies for digital transformation of regional economic systems.
