Актуальность. В данной статье проводится комплексное исследование экономической безопасности мезотерриторий, которая рассматривается как качественное состояние региональных социально-экономических систем, обеспечивающих устойчивость, развитие и способность противостоять внутренним и внешним угрозам в условиях глобальной нестабильности. Актуальность темы обусловлена усилением региональной асимметрии, санкционным давлением и необходимостьюобеспечения импортонезависимости в ключевых отраслях реального сектора экономики.Цель работы – разработка концептуального подхода к исследованию и оценке экономической безопасности региона на основе системного анализа, позволяющего определить место субъекта в экономическом пространстве – федеральном округе.Задачи. В качестве задач исследования были определены и сформированы факторные признаки, которые послужили эффективным инструментом выявления (на основе рейтингового и индикативного индекса) экономического состояния регионов.Методология. Методологической основой научного изыскания послужили методы анализа, синтеза, кластеризации, а также использование статистических методов, определяющих индикаторы и индексы развития территорий с учетом пространственных характеристик. Научная новизна заключается в формировании комплексной системы исследования и оценки мезотерриторий, позволяющей диагностировать устойчивость социально-экономических систем и отличающейся возможностью использования ряда индикаторов для определения рейтинга субъектов с позиции экономической безопасности, которая учитывает ресурсы и потенциал территорий на базе статистической значимости факторов, уровня взаимосвязи между ними, что дает возможность отсеять и не принимать во внимание достаточно большую их совокупность.Результаты представляют собой эффективный методический инструментарий для мониторинга и диагностики экономической безопасности мезотерриторий, апробированный на примере регионов Центрального федерального округа.Вывод. Основным выводом исследования является формирование рейтинговой комплексной оценки безопасности региональных систем, позволяющей определить их место в федеральном округе на базе социально-экономических значимых характеристик.
Relevance. This article provides a comprehensive study of the economic security of mesoterritories, which is considered as the qualitative state of regional socio-economic systems that ensure sustainability, development and the ability to withstand internal and external threats in conditions of global instability. The relevance of the topic is due to the strengthening of regional asymmetry, sanctions pressure and the need to ensure import independence in key sectors of the real sector of the economy.The purpose of the work is to develop a conceptual approach to the study and assessment of the economic security of the region based on systematic analysis, which makes it possible to determine the place of the subject in the economic space ‒ the federal district.Objectives. As the objectives of the study, factor signs were identified and formed, which served as an effective tool for identifying (based on the rating and indicative index) the economic state of the regions.Methodology. The methodological basis of scientific research was the methods of analysis, synthesis, clustering, as well as the use of statistical methods that determine indicators and indices of the development of territories, taking into account spatial characteristics. Scientific novelty lies in the formation of an integrated system for the study and assessment of mesoterritories, which makes it possible to diagnose the stability of socio-economic systems, and is distinguished by the possibility of using a number of indicators to determine the rating of subjects from the point of view of economic security, which takes into account the resources and potential of territories based on the statistical significance of factors, the level of relationship between them, which makes it possible to weed out and not take into account a sufficiently large combination of them.The results are an effective methodological tool for monitoring and diagnosing the economic security of mesoterritories, tested on the example of the regions of the Central Federal District.Conclusion. The main conclusions of the study are the formation of a rating comprehensive assessment of the safety of regional systems, which makes it possible to determine their place in the federal district on the basis of socio-economic significant characteristics.
