Актуальность. Цифровая трансформация жилищно-коммунального хозяйства является одним из стратегических приоритетов развития городской среды в России. Несмотря на устойчивый рост рынка услуг ЖКХ, отрасль сталкивается с высоким износом фондов, непрозрачностью расчётов и растущими требованиями граждан к качеству услуг. Существующие подходы к оценке эффективности цифровизации носят фрагментарный характер, что затрудняет управление преобразованиями и обоснование программ развития. В связи с этим разработка комплексного критерия оценки цифровой трансформации ЖКХ является актуальной научно-практической задачей.

Цель работы – разработка и обоснование комплексного критерия (интегрального индекса) для оценки эффективности цифровой трансформации сферы ЖКХ, позволяющего единообразно измерять результаты внедрения цифровых технологий в отрасли.

Задачи

Задачи: проанализировать существующие определения и подходы к цифровой трансформации ЖКХ; выявить и систематизировать критерии эффективности, предложенные в научной литературе; разработать многофакторный комплексный критерий с весовыми коэффициентами и шкалой интерпретации.

Методология

Методология. Исследование основано на анализе нормативно-правовых актов, научных публикаций российских авторов, а также на методах сравнительного анализа, систематизации и многокритериального агрегирования показателей.

Результаты

Результаты. Существующие критерии эффективности цифровой трансформации ЖКХ применяются разрозненно, без единой методики. Предложен комплексный критерий – интегральный индекс, объединяющий пять блоков показателей с весовыми коэффициентами. Разработана шкала интерпретации, что позволяет оценивать цифровую трансформацию ЖКХ в разных муниципалитетах.

Выводы

Выводы. Разработанный комплексный критерий представляет собой практико-ориентированный инструмент мониторинга и управления цифровыми преобразованиями в жилищно-коммунальной сфере. Он позволяет оценивать текущий уровень цифровой трансформации.

Relevance

Relevance. The digital transformation of housing and communal services is one of the strategic priorities for the development of the urban environment in Russia. Despite the steady growth of the housing and communal services market, the industry is facing high depreciation of funds, non-transparency of settlements and the growing demands of citizens on the quality of services. Existing approaches to assessing the effectiveness of digitalization are fragmented, which makes it difficult to manage transformations and justify development programs. In this regard, the development of a comprehensive criterion for assessing the digital transformation of housing and communal services is an urgent scientific and practical task.

The purpose of the work is to develop and substantiate a comprehensive criterion (integral index) for evaluating the effectiveness of the digital transformation of the housing and communal services sector, which makes it possible to uniformly measure the results of the introduction of digital technologies in the industry.

Objectives

Objectives: to analyze existing definitions and approaches to the digital transformation of housing and communal services; to identify and systematize performance criteria proposed in the scientific literature; to develop a multi-factor complex criterion with weights and an interpretation scale.

Methodology

Methodology. The research is based on an analysis of regulatory legal acts, scientific publications by Russian authors, as well as methods of comparative analysis, systematization and multi-criteria aggregation of indicators.

Results

Results. The existing criteria for the effectiveness of digital transformation of housing and communal services are applied separately, without a single methodology. A complex criterion is proposed – an integral index combining five blocks of indicators with weighting coefficients. An interpretation scale has been developed, which makes it possible to evaluate the digital transformation of housing and communal services in different municipalities.

Conclusions

Conclusions. The developed comprehensive criterion is a practice-oriented tool for monitoring and managing digital transformations in the housing and communal services sector. It allows us to assess the current level of digital transformation.
