Актуальность. Статья посвящена исследованию системных барьеров внедрения корпоративной социальной ответственности в регионах России. Актуальность данной работы определяется несоответствием между заявленными задачами устойчивого развития и фактической реализацией корпоративной социальной ответственности. Этот разрыв особенно заметен, когда федеральные и глобальные стратегии устанавливают высокие стандарты, а региональные субъекты в силу нехватки ресурсов, слабой координации и фрагментарности институтов не способны их реализовать.
Целью данной работы является создание иерархической схемы системных препятствий для интеграции принципов корпоративной социальной ответственности в российских регионах.
Задачи: провести анализ теоретических подходов к изучению барьеров внедрения корпоративной социальной ответственности в международной и российской научной литературе; выявить и классифицировать системные барьеры; разработать их многоуровневую модель; провести эмпирическое исследование проявления этих барьеров; разработать рекомендации для стейкхолдеров.
Методология исследования включает методы анализа и синтеза, группировки и сопоставления в контексте руководства принципами системного подхода, статистического и рангового анализа.
Результаты: был проведен анализ теоретических подходов к изучению барьеров внедрения корпоративной социальной ответственности в международной и российской научной литературе; выявлены и классифицированы системные барьеры; разработана их многоуровневая модель; проведено эмпирическое исследование проявления этих барьеров; разработаны рекомендации для стейкхолдеров.
Выводы. Выявленные системные барьеры внедрения корпоративной социальной ответственности в регионах России и разработанная релевантная многоуровневая модель их проявления позволили доказать, что устранение выявленных преград возможно лишь на основе системного подхода, что подразумевает отказ от унифицированных решений и переход к дифференцированным моделям развития, учитывающим специфику каждого субъекта Российской Федерации.
Relevance. The article is devoted to the study of systemic barriers to the introduction of corporate social responsibility in the regions of Russia. The relevance of this work is determined by the discrepancy between the stated objectives of sustainable development and the actual implementation of corporate social responsibility. This gap is especially noticeable when federal and global strategies set high standards, and regional actors, due to lack of resources, poor coordination, and fragmented institutions, are unable to implement them.
The purpose of this work is to create a hierarchical scheme of systemic obstacles to the integration of corporate social responsibility principles in Russian regions.
Objectives: to analyze theoretical approaches to the study of barriers to corporate social responsibility implementation in the international and Russian scientific literature; to identify and classify systemic barriers; to develop their multilevel model; to conduct an empirical study of the manifestation of these barriers; to develop recommendations for stakeholders.
Methodology. The research methodology includes methods of analysis and synthesis, grouping and comparison in the context of guiding the principles of a systematic approach, statistical and rank analysis.
Results: an analysis of theoretical approaches to the study of barriers to corporate social responsibility implementation in the international and Russian scientific literature was carried out; systemic barriers were identified and classified; their multilevel model was developed; an empirical study of the manifestation of these barriers was conducted; recommendations for stakeholders were developed.
Conclusions. The identified systemic barriers to the introduction of corporate social responsibility in the regions of Russia and the developed relevant multilevel model of their manifestation have made it possible to prove that the elimination of the identified barriers is possible only on the basis of a systematic approach, which implies the rejection of unified solutions and the transition to differentiated development models that take into account the specifics of each subject of the Russian Federation.
