Актуальность. В статье рассмотрены особенности трансграничной коммуникации на постсоветском евразийском пространстве. Особое внимание уделено трансграничному сотрудничеству между Российской Федерацией и республиками Казахстан, Кыргызстан, Узбекистан и Таджикистан.Целью исследования является анализ культурных и социально-экономических процессов необходимых для акселерации процессов трансграничной коммуникации в ЕАЭС.Задачей научного исследования является анализ трансграничной миграции, трансграничной торгово-экономической и финансовой коммуникации, а также кросс-культурного взаимодействия. В исследовании дана комплексная оценка динамики взаимного перемещения граждан, товаров, трансграничных транзакций, характера межкультурной и информационно-просветительской коммуникации.Методология. Исследование опирается на системный подход, который основывается на совокупности методов структурной, статистической и динамической оценки изучаемых процессов, а также табличной интерпретации эмпирико-фактологической информации.Результаты. По результатам анализа трансграничной политики определены институциональные и культурно-исторические барьеры, препятствующие акселерации трансграничной коммуникации государств и предложены пути их преодоления. В качестве ключевых драйверов акселерации трансграничной коммуникации называются: статус русского языка как языка межнационального общения, увеличение трудовой миграции, а также увеличение потоков товарооборота и трансграничных финансовых переводов. К числу барьеров, оказывающих децелерационный характер на развитие трансграничной коммуникации в регионе, относится: количественное и качественное уменьшение доли владеющих русским языком, пандемия COVID-19, а также межнациональные законодательные противоречия в сфере регулирования миграции и товарооборота.Выводы. В ходе исследования предлагается ряд стратегий по трансформации действующего положения дел, в частности развитие технологий «мягкой силы» и механизмов «народной дипломатии». На основании полученных результатов авторы исследования приходят к выводу, что акселерация трансграничной коммуникации в евразийском экономическом пространстве должна опираться на совместный исторический опыт и культурно-цивилизационную общность.
Relevance. This study focuses on the main features of the development of cross-border communication in the post-Soviet Eurasian space. At the center of the discussion is cross-border cooperation between the Russian Federation, as well as the Republics of Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan, considered under the prism of transformations in the development strategy of the EAEU and the Central Asian region. Purpose.The purpose of this study is to consider and define the cultural and socio-economic foundation necessary to accelerate the processes of cross-border communication in the specified region.The objective of the research is to analyze cross-border migration, cross-border trade, economic and financial communication, as well as cross-cultural interaction. The study provides a comprehensive assessment of the dynamics of the mutual movement of citizens, goods, cross-border transactions, the nature of intercultural and informational and educational communication.Methodology. The study is based on a systematic approach, which is based on a set of methods for structural, statistical and dynamic assessment of the processes under study, as well as tabular interpretation of empirical and factual information.Results. Based on the results of the analysis of cross-border policy, institutional and cultural-historical barriers are identified that prevent the acceleration of cross-border communication of states, and ways to overcome them are proposed. The key drivers of the acceleration of cross-border communication are: the status of the Russian language as a language of interethnic communication, an increase in labor migration, as well as an increase in the flow of goods and cross-border financial transfers. The barriers that have a deceleration nature towards the development of cross-border communication in the region include: a quantitative and qualitative decrease in the share of those who speak Russian, the COVID-19 pandemic, as well as interethnic legislative contradictions in the field of migration and trade regulation.Conclusions. The study suggests a number of strategies to transform the current state. In particular, the development of «soft power» technologies and mechanisms of «sitizen diplomacy». Based on the results obtained, the authors of the study come to the conclusion that the acceleration of cross-border communication in the Eurasian economic space should be based on joint historical experience and cultural and civilizational community.
