Актуальность. Вопросы инновационного развития регионов являются одними из самых актуальных в работах и исследованиях российских и зарубежных ученых. Именно кадровая составляющая образует основу конкурентоспособности и экономического преобразования субъектов РФ.Целью исследования является разработка комплекса показателей для системной оценки регионального инновационного потенциала.Задачи: рассмотреть понятия «инновации», «инновационное развитие», «инновационный потенциал»; определить их составляющие; проанализировать существующие методы и подходы к оценке регионального инновационного потенциала; определить комплекс показателей для системной оценки регионального инновационного потенциала.Методология. В исследовании были использованы общенаучные методы: сравнительный анализ, обобщение, индукция.Результаты. На основе проведенного исследования была разработана система показателей для комплексной оценки регионального инновационного потенциала региона.Выводы. Оценка инновационного потенциала региона должна включать в себя определение уровня развития таких сфер, как научно-исследовательская, опытно-конструкторская, образовательная, технологическая, и включать в себя показатели, отражающие уровень развития всех вышеперечисленных сфер и областей человеческой деятельности, где основную долю занимает кадровая составляющая.

Relevance. The issues of innovative development of regions are among the most relevant in the works and research of Russian and foreign scientists. It is the personnel component that forms the basis of competitiveness and economic transformation of the subjects of the Russian Federation.The purpose of the study is to develop a set of indicators for a systematic assessment of regional innovation potential.Objectives: to consider the concepts of "innovation", "innovative development", "innovation potential"; to determine their components; to analyze existing methods and approaches to assessing regional innovation potential; to determine a set of indicators for a systematic assessment of regional innovation potential.Methodology. General scientific methods were used in the study: comparative analysis, generalization, induction.Results. Based on the conducted research, a system of indicators was developed for a comprehensive assessment of the regional innovation potential of the region.Conclusions. The assessment of the innovative potential of the region should include determining the level of development of such areas as research, development, educational, technological, and include indicators reflecting the level of development of all the above-mentioned areas and areas of human activity, where the main share is occupied by the personnel component.
