Актуальность. На фоне активного развития биотехнологий по всему миру особую актуальность приобретают исследования, направленные на совершенствование методов определения места и роли регионов в едином экономико-биотехнологическом пространстве страны, посредством оценки их ресурсного потенциала и возможностей инновационного развития отраслей биоэкономики.Целью настоящего исследования является уточнение и совершенствование методики оценки ресурсного потенциала региона с точки зрения возможностей инновационного развития отраслей биоэкономики.Задачи: произвести обзор подходов к оценке ресурсного потенциала региона; представить методику оценки ресурсного потенциала в виде единого комплекса средств, методов, форм оценки, а также порядка и условий его применения; предложить и охарактеризовать уровни ресурсного потенциала региона, а также апробировать методику в рамках регионов ЦФО.Методология. Теоретико-методологической базой исследования явились методики и подходы, представленные в трудах ученых в области исследования ресурсного потенциала. В ходе научного исследования использовались эмпирические, теоретические, статистические методы и методы графического представления.Результаты. Автором предлагается методика оценки ресурсного потенциала региона как единый комплекс средств, методов, форм оценки, а также порядка и условий его применения. Предложенная методика направлена на определение уровня ресурсного потенциала регионов и возможностей реализации биотехнологических комплексов на исследуемой территории.Выводы. В работе сформулированы и обоснованы методические аспекты оценки ресурсного потенциала региона как основы инновационного развития отраслей биоэкономики, позволяющие составить рейтинг регионов в виде перечня потенциальных территорий, способных реализовать биотехнологический комплекс.
Relevance. Against the background of the active development of biotechnologies around the world, research aimed at improving methods for determining the place and role of regions in the unified economic and biotechnological space of the country, by assessing their resource potential and opportunities for innovative development of bioeconomics industries, is becoming particularly relevant.The purpose of this study is to clarify and improve the methodology for assessing the resource potential of the region from the point of view of the possibilities of innovative development of bioeconomics industries.Objectives: to review approaches to assessing the resource potential of the region; to present a methodology for assessing the resource potential in the form of a single set of tools, methods, forms of assessment, as well as the procedure and conditions for its application; to propose and characterize the levels of the resource potential of the region, as well as to test the methodology within the regions of the Central Federal District.Methodology. The theoretical and methodological basis of the research was the methods and approaches presented in the works of scientists in the field of resource potential research. In the course of the scientific research, empirical, theoretical, statistical methods and methods of graphical representation were used.Results. The author proposes a methodology for assessing the resource potential of the region as a single set of tools, methods, forms of assessment, as well as the procedure and conditions for its application. The proposed methodology is aimed at determining the level of the resource potential of the regions and the possibilities of implementing biotechnological complexes in the studied territory.Conclusions. The paper formulates and substantiates the methodological aspects of assessing the resource potential of the region as the basis for the innovative development of bioeconomics industries, which make it possible to make a rating of regions in the form of a list of potential territories capable of implementing a biotechnological complex.
