Актуальность. В современных условиях сфера науки и технологий является важной базой для формирования цифровой экономики и повышения конкурентоспособности стран на мировой арене. Уровень научно-технологического развития во многом определяют механизмы и формы финансирования научной сферы. Исследование предполагает оценку места и роли участия государства и предпринимательского сектора в развитии науки и технологий разных стран и России. На основе анализа статистических данных и международных рейтингов дана оценка современного состояния развития и финансирования научной сферы России в сравнении с другими странами. Целью исследования является оценка роли частного бизнеса и государства в формировании научно-технологического потенциала страны. Задачи: проанализировать текущую ситуацию в уровне развития научной сферы экономики России; определить место и роль государства и бизнеса в формировании эффективного механизма интеграции науки и бизнес. Методология. Исследование основывается на общенаучной методологии обзора литературных источников, системного и логического анализа, методов сбора данных, индукции, описания и обработки результатов исследования. Результаты. Обозначена важность участия бизнеса в формировании научно-технологического потенциала российской экономики. Обоснована необходимость поиска новых форм и инструментов взаимодействия и сотрудничества бизнеса с наукой и образованием при условии активного государственного регулирования и стимулирования, опираясь на опыт развитых стран. Выводы. Формирование эффективного механизма взаимодействия науки и бизнеса невозможно без участия государства, так как основополагающими в данном случае является институциональные и социальные условия. Роль частного капитала в аспекте интеграционного взаимодействия с наукой должна проявляться в снижении финансовой нагрузки с государства, в производстве инновационных продуктов, использовании и применении потенциала цифровых компетенций и знаний, росте производительности труда.
Relevance. In modern conditions, the field of science and technology is an important base for the formation of a digital economy and increasing the competitiveness of countries on the world stage. The level of scientific and technological development is largely determined by the mechanisms and forms of financing for the scientific sphere. The study involves assessing the place and role of state and business sector participation in the development of science and technology in different countries and Russia. Based on the analysis of statistical data and international ratings, an assessment of the current state of development and financing of the scientific sphere of Russia in comparison with other countries was given. The purpose of the study is to assess the role of private business and the state in the formation of the country's scientific and technological potential. Objectives: analyze the current situation in the level of development of the scientific sphere of the Russian economy, determine the place and role of the state and business in the formation of an effective mechanism for integrating science and business. Methodology. The study is based on a general scientific methodology for the review of literature sources, systemic and logical analysis, methods for data collection, induction, description and processing of study results. Results. The importance of business participation in the formation of the scientific and technological potential of the Russian economy is outlined. The need to find new forms and tools of interaction and cooperation of business with science and education, subject to active state regulation and stimulation, based on the experience of developed countries, is justified. Conclusions. The formation of an effective mechanism for the interaction of science and business is impossible without the participation of the state, since institutional and social conditions are fundamental in this case. The role of private capital in the aspect of integration interaction with science should be manifested in reducing the financial burden from the state, in the production of innovative products, the use and application of the potential of digital competencies and knowledge, and the growth of labor productivity.
