Актуальность. Развитие любого хозяйствующего субъекта предполагает поиск и достижение стратегических приоритетов в определенной временной перспективе с учетом анализа и прогноза основных тенденций. Современные условия хозяйствования диктуют необходимость цифровой трансформации различных отраслей и сфер деятельности. Цифровая трансформация становится самостоятельным вектором развития бизнеса и общества, закрепляясь в весьма важных стратегиях цифровой трансформации различного уровня. В связи с вышесказанным проблема выявления стратегических приоритетов развития регионов в контексте компаративного анализа стратегий цифровой трансформации требует своего научно-практического разрешения. Цель исследования состоит в обосновании актуальности и необходимости выявления стратегических приоритетов развития регионов в контексте компаративного анализа стратегий цифровой трансформации. Задачи определены тематикой исследования и предполагают обоснование актуальности выявления и достижения стратегических приоритетов развития регионов (на примере регионов Центрально-Черноземного экономического района) в сфере цифровой трансформации, проведение компаративного анализа стратегий цифровой трансформации регионов, а также анализа количественных показателей, отражающих динамику расходов на ИКТ в регионах. Методология исследования предполагает использование методов эмпирического, статистического и компаративного анализа, а также методов графической и табличной визуализации полученных результатов исследования. Результаты: обоснована актуальность выявления и достижения стратегических приоритетов развития регионов (на примере регионов Центрально-Черноземного экономического района) в сфере цифровой трансформации; проведен компаративный анализ стратегий цифровой трансформации регионов, а также анализ количественных показателей, отражающих динамику расходов на ИКТ в регионах. Выводы. В исследовании обосновано достижение высокого уровня многих показателей стратегий цифровой трансформации регионов Центрально-Черноземного экономического района; компаративный анализ позволил подтвердить акцент на проектном управлении в рамках цифровой трансформации ключевых отраслей экономики, социальной сферы и государственного управления, развитии цифровых компетенций и навыков; анализ количественных показателей свидетельствует о целенаправленном развитии хозяйствующих субъектов в условиях цифровой трансформации.
Relevance. The development of any business entity involves the search for and achievement of strategic priorities in a certain time perspective, taking into account the analysis and forecast of the main trends. Modern business conditions dictate the need for digital transformation of various industries and fields of activity. Digital transformation is becoming an independent vector for the development of business and society, gaining a foothold in very important digital transformation strategies at various levels. In connection with the foregoing, the problem of identifying strategic priorities for the development of regions in the context of a comparative analysis of digital transformation strategies requires its scientific and practical resolution. The purpose of the study is to substantiate the relevance and necessity of identifying strategic priorities for the development of regions in the context of a comparative analysis of digital transformation strategies. The objectives are defined by the subject of the study and involve substantiating the relevance of identifying and achieving strategic priorities for the development of regions (on the example of the regions of the Central Black Earth Economic Region) in the field of digital transformation, conducting a comparative analysis of digital transformation strategies of regions, as well as analyzing quantitative indicators that reflect the dynamics of ICT spending in regions. Methodology. The research methodology involves the use of methods of empirical, statistical and comparative analysis, as well as methods of graphical and tabular visualization of the results of the study. Results: the relevance of identifying and achieving strategic priorities for the development of regions (on the example of the regions of the Central Black Earth Economic Region) in the field of digital transformation is substantiated, a comparative analysis of strategies for digital transformation of regions is carried out, as well as an analysis of quantitative indicators reflecting the dynamics of ICT spending in the regions. Conclusions. The study substantiates the achievement of a high level of many indicators of the digital transformation strategies of the regions of the Central Black Earth economic region; a comparative analysis made it possible to confirm the emphasis on project management as part of the digital transformation of key sectors of the economy, the social sphere and public administration, the development of digital competencies and skills; the analysis of quantitative indicators indicates the purposeful development of economic entities in the context of digital transformation.
