Актуальность исследования обоснована необходимостью оценки влияния пандемии на процессы цифровой трансформации российских регионов для принятия соответствующих мер регулирования с целью ускорения постпандемийного восстановления экономик регионов. Цель исследования состоит в выявлении особенностей цифрового развития регионов России в период пандемии, а также в разработке инструментария оптимизации процессов цифровой трансформации на этапе постпандемического восстановления. Задачи исследования связаны с анализом динамики показателей цифрового развития российских регионов в период пандемии; систематизацией предпосылок ускорения цифровой трансформации в регионах, а также выявлением факторов, сдерживающих цифровое развитие; разработкой инструментария оптимизации процессов цифровой трансформации в регионах России. Методология. С помощью анализа научной литературы, метода компаративного анализа, графического метода, метода систематизации, метода экономико-статистического анализа и системного подхода авторы раскрывают специфику цифровой трансформации хозяйственных систем российских регионов в период пандемии и определяют вектор государственной политики по преодолению негативного воздействия пандемического кризиса на региональную экономику. Результаты. Проведен сравнительный анализ динамики показателей цифровой трансформации хозяйственных систем российских регионов в допандемический период и на этапе активного развития пандемии. Выявлены факторы ускорения и сдерживания цифровой трансформации в регионах в период пандемии. Обоснованы направления реализации региональной политики, стимулирующей процессы цифровой трансформации в регионах России на этапе постпандемического восстановления. Выводы. Анализ динамики показателей цифрового развития российских регионов в период пандемии позволил авторам сделать вывод об углублении процессов цифровой трансформации регионов России в период пандемии в части расширения цифровой инфраструктуры регионов, роста уровня цифровых компетенций населения, активного внедрения цифровых технологий в деятельность предприятий и организаций, увеличения транзакций по приобретению товаров и услуг через Интернет, роста объема оказанных государственных онлайн-услуг. Обосновано, что происходящие изменения носят дифференцированный характер и определяются спецификой территории и качеством государственной политики региона.
The relevance of the study is justified by the need to assess the impact of the pandemic on the processes of digital transformation of Russian regions in order to take appropriate regulatory measures to accelerate the postpandemic recovery of regional economies. The purpose of the study is to identify the features of the digital development of Russian regions during the pandemic, as well as to develop tools for optimizing the processes of digital transformation at the stage of postpandemic recovery. The objectives of the study are related to the analysis of the dynamics of indicators of digital development of Russian regions during the pandemic; systematization of prerequisites for accelerating digital transformation in the regions, as well as identification of factors constraining digital development; development of tools for optimizing the processes of digital transformation in the regions of Russia. Methodology. Using the analysis of scientific literature, the method of comparative analysis, the graphical method, the method of systematization, the method of economic and statistical analysis and the systematic approach, the authors reveal the specifics of the digital transformation of economic systems of Russian regions during the pandemic and determine the vector of state policy to overcome the negative impact of the pandemic crisis on the regional economy. Results. A comparative analysis of the dynamics of indicators of digital transformation of economic systems of Russian regions in the pre-pandemic period and at the stage of active development of the pandemic is carried out. The factors of acceleration and containment of digital transformation in the regions during the pandemic are revealed. The directions of the implementation of regional policy stimulating the processes of digital transformation in the regions of Russia at the stage of post-pandemic recovery are substantiated. Conclusions. The analysis of the dynamics of indicators of digital development of Russian regions during the pandemic allowed the authors to conclude about the deepening of the processes of digital transformation of Russian regions during the pandemic in terms of the expansion of the digital infrastructure of the regions, the growth of the level of digital competencies of the population, the active introduction of digital technologies into the activities of enterprises and organizations, the increase in transactions for the purchase of goods and services via the Internet, the growth of the volume of services rendered government online services. It is proved that the changes taking place are of a differentiated nature and are determined by the specifics of the territory and the quality of the state policy of the region.
