Актуальность темы определена тем, что происходящие изменения в обществе и экономике, связанные с наступлением кризиса, вызванного влиянием COVID-19 на отрасли и предприятия промышленности, а также изменения в потреблении энергоресурсов, востребованности рабочих, оптимизации финансовых потоков и других вынуждают предприятия работать в ином режиме.Цель статьи – обоснование необходимости выявления причин реструктуризации, во-первых, на внешних (климатические, ресурсные, информационные, влияние мировых трендов), во-вторых, на внутренних рынках (технико-технологические, персональные, внедрение цифровизации, влияние COVID-19 на подготовку персонала), которые вынуждают предприятия обращаться за помощью к государству и соответственно реструктурировать отдельные службы.Задачи: проведение исследований в Воронежской области на основе анализа продовольственной доктрины; подтверждение выводов, сделанных на статистических данных; определение стратегии развития региона в концепции решения проблем рынка труда, сбыта, финансов, вынуждающих предприятия оптимизировать деятельность на рынке, чтобы быть конкурентными.Методология. Рассмотрена система реструктуризации (на примере агрохолдинга «Молвест»), которая благодаря комплексу материального поощрения труда и повышения требовательности к профессиональному уровню кадров и дисциплине создает условия для возникновения конкуренции за рабочие места и формирования на этой основе цивилизованного рынка квалифицированного труда.Результаты. Приводятся предложения на уровне государства и частных предприятий по выводу их на новые уровни. Так, на государственном уровне и на уровне бизнес-предприятий считаем необходимых обращать внимание на влияние сокращения рабочих мест на новую ситуацию на рынке труда, измененную структуру экономики области. Незащищенные группы населения в результате сокращений, связанных с новыми программами развития, получают помощь в рамках социальных программ РФ и региона (субсидии, пенсии, дотации семьям, пособие по уходу за ребенком и т. д.), персонал предприятий конкурирует на местном рынке труда.Вывод. Особо выделено, что на государственном уровне необходимо утвердить программу по конкретным аспектам социальной незащищенности или проявлениям относительно новых проблем (миграция населения трудоспособного населения, которая в Воронежской области увеличивается на 0,2% ежегодно), разработать механизм ее реализации, защищая отечественных работников, а также необходимо учитывать подготовку городов к сложной адаптации.
Relevance. The relevance of the topic is determined by the fact that the ongoing changes in society and the economy associated with the onset of the crisis caused by the impact of COVID-19 on industries and industrial enterprises, as well as changes in the consumption of energy resources, the demand for workers, optimization of financial flows and others, force enterprises to work in a different mode.The purpose of the article is substantiated the need to identify the reasons for restructuring, firstly, on the external (climatic, resource, informational, influence of global trends), and secondly, on domestic markets (technical and technological, personal, the introduction of digitalization, the impact COVID-19 for personnel training), which force enterprises to turn to the state for help and, accordingly, restructure individual services.Objectives: conducting research in the Voronezh region based on the analysis of the food doctrine; confirming the conclusions drawn on statistical data; determining the development strategy of the region in the concept of solving the problems of the labor market, sales, finance, forcing enterprises to optimize their activities in the market, to be competitive.Methodology. The system of restructuring (on the example of the agricultural holding "Molvest") is considered, which, thanks to a complex of material incentives for labor and increasing demands on the professional level of personnel and discipline, creates conditions for the emergence of competition for jobs and the formation on this basis of a civilized market of qualified labor.Results. Proposals are given at the level of the state and private enterprises to bring them to new levels. So, at the state level and at the level of business enterprises, we believe that it is necessary to pay attention to the impact of job cuts on the new situation on the labor market, the changed structure of the regional economy. Unprotected groups of the population, as a result of cuts associated with new development programs, receive assistance within the framework of social programs of the Russian Federation and the region (subsidies, pensions, subsidies to families, childcare benefits, etc.), personnel of enterprises compete in the local market labor.Conclusion. It is highlighted that at the state level it is necessary to approve a program on specific aspects of social insecurity or manifestations of relatively new problems (migration of the working-age population, which in the Voronezh region increases by 0.2% annually), to develop a mechanism for its implementation, protecting domestic workers, and the preparation of cities for complex adaptation needs to be considered.
