Актуальность. Одной из наиболее обсуждаемых тем в сфере управления организациями высшего образования в России является развитие участия в данном процессе профессорско-преподавательского состава. В европейских странах исторически реализуется основанная на «сильной профессуре», академическом сенате и номинальной фигуре ректора гумбольдтовская модель университетского менеджмента. Сегодня в большинстве стран Европы наблюдаются тенденции, направленные на развитие системы внешнего, в том числе общественного, контроля в целях повышения качества образовательных услуг. Изучение зарубежного опыта будет способствовать минимизации ошибок при разработке оптимальной отечественной модели управления организациями высшего образования в сфере культуры и искусства.Таким образом, в статье рассматривается и систематизируется опыт управления организациями высшего образования в сфере искусства и культуры в странах Европы. Особое внимание обращено на формы участия в процессах разработки и принятия управленческих решений всех акторов, заинтересованных в качестве и результативности образовательной и научно-исследовательской деятельности: государственных органов, преподавателей, потенциальных работодателей, экспертов, студентов.Целью исследования является систематизация европейского опыта управления организациями высшего образования в сфере искусства и культуры.Задачи. Для достижения поставленной цели исследуется и систематизируется опыт Финляндии, Австрии, Дании и Германии как европейских стран-лидеров в предоставлении образовательных услуг высшего образования в сфере культуры и искусства.Методология. В качестве исследовательских методов использовались сравнительный анализ и метод классификации. Материалами для проведения исследования послужили открытые данные официальных сайтов крупнейших европейских университетов, требования национальных нормативных правовых актов в сфере высшего образования и управления университетами.Результаты исследования позволили не только соотнести изученные практики управления вузами в сфере культуры с теоретическими моделями, но и определить особенности функционирования и полномочия единоличных и коллегиальных органов управления, специфику формирования и деятельности органов самоуправления образовательных организаций в странах Европы.Вывод. В процессе оптимизации системы управления отечественными организациями высшего образования в сфере культуры и искусства целесообразно учитывать лучшие европейские практики и опыт.
Relevance. One of the most discussed topics in the field by universities in Russia is the participation of the faculty. In European countries, the Humboldt model is historically implemented. It is based on a "strong professorship", an academic senate and a nominal rector of the Humboldt model of university management. Today, in most European countries, there are trends that are aimed at developing a system of external, including public control in order to improve the quality of educational services. The study of foreign experience will minimize mistakes in the development of an optimal domestic model for managing universities of culture and art.Thus, the article examines and systematizes the experience of managing universities in the field of art and culture in European countries. Particular attention is paid to the participation in the development and management decision-making of all actors interested in the quality and effectiveness of educational and research activities: government agencies, teachers, potential employers, experts, students.The purpose of the study is to systematize the European experience of managing universities of art and culture.Objectives. To achieve this goal, the experience of Finland, Austria, Denmark and Germany as European leading countries in the provision of educational services for higher education of culture and art is studied and systematized.Methodology. Research methods are comparative analysis and classification method. The materials for the study were open data from the official websites of the largest European universities, the requirements of national regulatory legal acts in the field of higher education and university management.The results of the study made it possible not only to correlate the studied practices of managing universities in the field of culture with theoretical models, but also to determine the features of the functioning and powers of sole and collegial governing bodies, the specifics of the formation and activities of self-governing bodies of educational organizations in European countries.Conclusion. In the process of optimizing the management system of domestic higher education institutions in the field of culture and art, it is advisable to take into account the best European practices and experience.
