Актуальность. В современном мире необходимость регулирования вклада частных лиц в развитие уровневой экономики привела к объективной необходимости использования концепции государственно-частного партнерства. Данный вид партнерства позволяет правительству привлечь средства и предоставить населению на должном уровне общественную инфраструктуру и услуги, которые требуются гражданам для повышения качества жизни. Именно благодаря объединению частного и государственного секторов возможно выйти на новый уровень социального развития как отдельного государства, так и мирового сообщества в целом, а также мобилизовать силы для решения глобальных проблем.Цель – исследование различных подходов к понятию «государственно-частное партнерство», на их основе выявление общих черт данного понятия.Задачи: рассмотреть международный и отечественный опыт применения государственно-частного партнерства, выявив проблемы, тормозящие его развитие в мировой и российской практике, а также наметить возможные перспективы популяризации ГЧП среди бизнес-структур.Методология. Проводимое исследование базируется на совокупности методов: теоретических (изучение сущности государственно-частного партнерства, выявление подходов к определению данного механизма); общенаучных и эмпирических (изучение и обобщение мирового опыта осуществления государственно-частного партнерства, а также изучение российского законодательства в сфере ГЧП и анализ отечественной практики в реализации данного партнерства).Результаты. Рассмотрен мировой и российский опыт применения ГЧП, в ходе чего были определены трудности, препятствующие более широкому применению механизмов данной концепции за рубежом и проблемы ее развития в РФ. Вследствие этого выявлено, что вопросы ГЧП недостаточно регламентированы на законодательном уровне. Проанализированы возможные перспективы государственно-частного партнерства в России, способствующие выходу страны на новый уровень социального развития.Вывод. Неравномерное развитие государственно-частного партнерства в разных странах обусловлено отсутствием международной и межправительственной координации в области ГЧП. Необходимо уделить особое внимание вопросам государственно-частного партнерства на законодательном уровне, а также активно продвигать данный механизм объединения на региональные уровни.
Relevance. In the modern world the need to regulate the contribution of individuals to the development of a tiered economy has led to the objective need to use the concept of public-private partnership. This type of partnership allows the government to raise funds and provide the population at the appropriate level with the public infrastructure and services that citizens need to improve the quality of life. It is thanks to the unification of the private and public sectors that it is possible to reach a new level of social development of both an individual state and the world community as a whole, as well as mobilize forces to solve global problems.The purpose – various approaches to the concept of "public-private partnership" have been investigated, on the basis of which the general features of this concept have been identified.Objectives: consider the international and domestic experience in the use of public-private partnership, identifying the problems that hinder its development in world and Russian practice, as well as outline possible prospects for the popularization of PPP among business structures.Methodology. The conducted research is based on a set of methods: theoretical (studying the essence of public-private partnership, identifying approaches to determining this mechanism); general scientific and empirical (study and generalization of world experience in the implementation of public-private partnerships, as well as the study of Russian legislation in the field of PPP and analysis of domestic practice in the implementation of this partnership).Results. The world and Russian experience of PPP application was considered, during which difficulties were identified that hinder the wider application of the mechanisms of this concept abroad and the problems of its development in the Russian Federation. As a result, it was revealed that PPP issues are not sufficiently regulated at the legislative level. Possible prospects of public-private partnership in Russia, contributing to the country's entry to a new level of social development, have been analyzed.Conclusion. The uneven development of public-private partnerships in different countries is due to the lack of international and intergovernmental coordination in the field of PPPs. It is necessary to pay special attention to the issues of public-private partnership at the legislative level, as well as to actively promote this unification mechanism at the regional levels.
