Conditions of Socio-Economic Infrastructure in Formation and Development of Human Capital in Agro-Industrial Complex of Kursk Region

Abstract
Relevance. Improving the quality of life of the population of a region or a country as a whole directly depends on the level of the state of social and economic infrastructure. In the strategy of socio-economic development of the Kursk region, the issue of improving human capital is singled out as one of the priority areas. Agriculture has been the basis of any economic activity for many years, ensuring economic and food security. Human capital in this aspect is determined by completely new criteria and characteristics.
The purpose is determine the conditions for the formation and development of human capital in the agriculture of the region.
Objectives: to analyze the socio-economic infrastructure of the Kursk region in terms of the formation of human capital; its labor and scientific and educational potential, to identify the factors of socio-economic infrastructure that affect its formation, taking into account the characteristics of agricultural production.
Methodology. The methodological basis of the study was the methods of statistical data analysis, as well as methods of comparison and generalization.
The results of the study are presented in the form of an analysis of the conditions for the formation of human capital in the region's agriculture.
Conclusions. The conditions for the socio-economic infrastructure for the formation and development of human capital in the agrarian sector of the region are: the level of staffing in the agrarian sector, including the provision of educational institutions in the field of training personnel for agricultural profile programs; the functioning of preschool and general educational institutions in rural areas; the level of wages of employees of agricultural organizations; the level of social and living conditions and improvement of the housing stock in rural areas, the level of cultural and leisure infrastructure of the village; the state of the health care system in rural areas; innovation and investment climate in the development of agricultural sectors in the region.
