Youth Policy in the Kursk Region: State, Problems, Development Paths

Abstract
The relevance of the study is due to the current state of youth policy in the region, problems in its development and the search for the necessary development ways.
The purpose of the study is a comprehensive and unbiased analysis of the state of youth policy in the Kursk region.
Objectives: to study the specifics of youth policy in the Kursk region; to evaluate youth policy in the region; to analyze its most popular areas; to investigate the information channels of youth policy; to show the expected results of youth policy in the region.
Methodology. The research methodology is based on the results of an empirical study (expert survey) conducted in the region, in January-February 2021. As experts assessing the state of youth policy in the region, representatives of various levels of government, public and research organizations, non-profit organizations, teachers of leading Kursk universities, and opinion leaders also used traditional qualitative methods for sociological research: document analysis, content analysis, statistical analysis.
Results. The results of the study revealed the growing need to update the content of youth policy in the region, develop social activity and independence of young people, search for various forms of its implementation aimed at improving both social well-being and material well-being of this category of residents of the Kursk region.
Conclusions. The specificity of the region's youth policy is due to the following factors: a decrease in the number of youth in the region, a decrease in the social activity of this category of citizens, the absence of expressed positive leaders in the youth environment, hope for help in solving their own problems by state authorities, and an increase in the number of migrants among the youth of the region who consider the Kursk region as a temporary residence or transit region.
