Methodological Approach to Assessing the Development of the Regional Innovation Subsystem

Abstract
Relevance. Due to the growing uncertainty of the further development of the Russian economy, the expected crisis phenomena, the failure to meet the main targets of the Innovation Development Strategy until 2020, the urgent need for import substitution, public authorities, when developing strategic development plans, face constantly changing priorities, resulting in an objective need to analyze trends in innovative development in the conditions of digitalization of the economy, taking into account modern realities. The relevance of the study is due to the lack of a single universal methodology for assessing innovative development.
The purpose of the study is to develop a methodological approach to assessing the development of the regional innovation subsystem, taking into account the features of digital transformation.
Objectives: to summarize the typical stages of methodological approaches to the assessment of various aspects of innovative development; to identify the shortcomings of existing methodological approaches; to formulate theoretical and methodological foundations for assessing the development of the regional innovation subsystem, taking into account the features of the digital transformation of economic relations.
Methodology. The study used standard methods of economic analysis and synthesis, the method of classification and comparative analysis. In addition, methods of systematic and comparative analysis were applied, which allowed processing an array of information.
Results. The article summarizes typical methodological approaches to the assessment of various aspects of innovative development. The authors have identified the factors that cause the lack of a unified methodological approach to the assessment of innovative development, as well as the key shortcomings of existing methods. The study formulates theoretical and methodological foundations for assessing the development of the regional innovation subsystem, taking into account the peculiarities of the digital transformation of economic relations.
Conclusion. The application of the methodological approach developed by the authors will allow assessing the quality of management of innovative development in the region, identifying key problematic aspects, implementing ways to overcome them, as well as identifying priority areas for financing of innovation activities.
