Implementation of the state policy in the field of housing and communal services of the Kursk region

Abstract
Relevance. Modern realities are such that society is becoming more and more aware of and realizing its rights to a decent life, among which there is the right to housing as a basic characteristic that further determines the behavior and consciousness of a person. Housing should be safe in the first place, and then affordable, in connection with which we can talk about the need to develop such measures of housing policy in Russia that would reflect the essence of our country as a social state, acting exclusively in the legal field during the implementation of various housing programs with care for the person and citizen of its state.
The purpose is to analyze the implementation of state policy in the field of housing and communal services in the Kursk region on the basis of legislative and statistical data.
Objectives: to characterize the essence, structure and main legislative acts in the field of housing and communal services regulation; to study the effectiveness of the implementation of regional projects in the field of housing and communal services in the Kursk region.
Methodology. In the processing of factual material, traditional scientific approaches were used – dialectical and systemic. The methods of comparison, statistical analysis and ranking were used as research tools.
Results. Currently, housing and communal services perform two functions that are different in meaning and content. The first is a social function that functions as an element of the social protection system of the population, and the second is an economic function, since it provides housing and communal services to the population. The interdependence and opposite orientation of these functions determine the contradictions and problems that arise in social processes with the continuous consumption of living space and utilities.
Conclusions. The main goal of the development of housing and communal services in the Kursk region is to improve the quality and reliability of housing and communal services, improve housing conditions, increase the protection of the housing stock and the level of housing and communal services for citizens in accordance with the current quality standards.
