Measures of state support for the development of human capital in the regional and sectoral cross-section

Abstract

Relevance. Russia's national projects cover various fields, including agriculture, and are aimed at improving living and working conditions. One of the key aspects of such projects is the development of human capital, that is, improving the level of education, health, culture and other social indicators of the population.

Agriculture plays a key role in the economy and social sphere of the Kursk region, therefore, the impact of the implementation of national projects on the development of human capital in this sector is especially important.

The purpose is a comprehensive analysis of the impact of the implementation of national projects on the development of human capital in agriculture in the Kursk region.

Objectives. To identify the impact of the implementation of state programs and national projects on the dynamics of human capital in the agricultural sector of the economy in a regional context by analyzing their financing.

Methodology. In the work, a logical research method was used to identify patterns of influence of interrelated factors, in addition, methods such as analysis and synthesis, as well as methods of economic statistics were used.

Results. As a result of the research, it has been scientifically proven that the implementation of national projects in agriculture plays a key role as a driver of human capital development in the Kursk region. The consequences of these efforts can be felt both at the level of individual workers and enterprises, and at the level of the entire national level, contributing to sustainable development and improving the quality of life of the country's population.

Conclusions. The findings of the Study show that the successful implementation of national projects in agriculture contributes to the improvement of human capital indicators. Improving living and working conditions in rural areas can lead to an increase in the attractiveness of this territory for young people and specialists, which ultimately can have a positive impact on the development of agriculture and the level of human capital in the region. This trend can be traced in the analysis of human capital assessment indicators in a regional context.
