Institutional characteristics of the secondary educational services market

Abstract

Relevance. Currently, the general crisis of traditional educational institutions, as well as the development of freelancing, determines the emergence of the secondary educational services market, in the structure of which we distinguish the segments of tutoring, academic fraud, and contract work. Despite the wide prevalence of this market and its influence in the educational sphere, the institutional characteristics of the secondary educational services market and its individual segments have not been fully investigated to date, and the prospects for institutionalization of this market have not been determined.

The purpose is to consider the institutional characteristics of the secondary educational services market.

Objectives: to reveal the factors of actualization of freelancing as a form of employment in the scientific and

educational sphere; to define the secondary educational services market; to analyze the structural and functional characteristics of the secondary educational services market on the example of its most developed segments; to assess the prospects and limitations of the institutionalization of the secondary educational services market.

Methodology. This article uses the theoretical and methodological foundations presented in the sociological theories of postmodern and post-industrial society, as well as the provisions of the structural and functional approach. General scientific methods of analysis and synthesis, deduction, induction and modeling are also used.

Results: the essence of the secondary educational services market in modern conditions is revealed; the analysis of the institutional characteristics of various segments of this market is carried out, a general assessment of the process of its institutionalization is given; promising directions for further research of the problem are proposed.

Conclusions. The institutionalization of the secondary educational services market should be considered incomplete. The constraining factors are the lack of a sufficient regulatory framework, the orientation of market participants to shadow interaction. The rapid development of new forms and technologies of scientific and educational freelancing provides great opportunities for the institutionalization of individual market segments, the formation of a trend towards their consolidation and further differentiation.
