Ways of Increasing Pensions in the Context of the Structural Transformation of the Russian Economy

   Relevance. The low level of pensions is one of the most important factors in the poverty of Russian pensioners and the reason why the Russian pension system is in a state of permanent reform from 2002 to present. In modern conditions, the pension system faced with extraordinary risks, the solution of which may require a set of special measures of state financial regulation.
   The purpose of the work is to develop recommendations in the field of increasing pensions in the context of the structural transformation of the Russian economy.
   Objectives: to analyze the conditions and trends in reforming the pension system in modern Russia; analyze the stru cture and dynamics of changes in pensions and compare their them with key indicators from the strategy of development of the Russian pension system; propose directions for state financial regulation of pensions in the current conditions, taking into account the Russian experience of their indexation.

   Methodology. The study used methods of analyzing and synthesizing scientific works, methods of analyzing the structure and dynamics of Rosstat data on the income level of Russian pensioners.
  Results. An analysis of the structure and dynamics of income of Russian pensioners for the period 2012-2020 was carried out. Data were obtained that the modern mechanism for indexing pensions makes it possible to fulfill the task of maintaining the minimum level of pension provision. During periods of crises, pensioners' incomes are reduced and the wage replacement rate subsides, which is an indicator of a decrease in the level of pension provision. The restoration of pension provision indicators takes place no earlier than two years. One of the main factors affecting this is the faster recovery of wages than pensions during such periods.
   Conclusion. We proposed to consider five additional measures of state financial regulation to improve the
effectiveness of the pension system and the mechanism of indexing pensions, which can be used both separately and as part of a comprehensive program of reforming the pension system.
