Management of Innovation Policy in Clusters

Abstract

   Relevance. In modern socio-economic conditions of the forced development of technologies, the spread of digitalization processes, an important task is to ensure a strong competitive position and national economic security of the state in the international arena. The platform for creating competitive advantages is the intensive development of innovation activities, while there is an objective need to improve approaches to innovation management, search for tools to activate innovative processes, identify problematic aspects that impede the innovation-oriented development of the economy. In order to address innovation development issues, it is necessary to systematize the foundations of innovation policy implementation at various hierarchical levels, while particular attention must be paid to innovation management in clusters characterized by a special environment for innovation activities.
   The purpose is to build a hierarchical structure for the implementation of innovation policy and determine the foundations for managing innovation policy in cluster associations of organizations.
   Objectives: to assess the state's position in the innovation sphere; to analyze the current state of innovation activity in Russia; to identify problematic aspects of innovation development in the country; to characterize the hierarchical levels of innovation policy implementation; to reflect the essence and features of innovation policy management in cluster structures.
   Methodology: the work uses general scientific methods, methods of statistical, comparative analysis of economic indicators, illustrative and graphic method.
   Results: based on the conducted research, trends in the development of innovation activity in Russia are identified; problematic aspects of the intensive spread of innovation processes in the state are identified; the fundamentals of the implementation of innovation policy at various hierarchical levels are systematized.
   Conclusions. To ensure the intensive development of innovative processes in the economy, the formation of an orderly innovation management system is required. Clusters are currently a catalyst for the innovative development of participants in integrated formations, their territories and the state as a whole, and therefore the aspects of innovation management in cluster associations of organizations should be systematized to make effective management decisions.
