State Support of the Information Technology Market in the Conditions of Sanctions

Abstract
Relevance. Information technology in Russia has become one of the first to be sanctioned by foreign countries. Therefore, the development and implementation of effective state support has a strategic long-term character. The active participation of the state, the availability of market incentives for the development of the industry contributed to the achievement of high rates of its dynamics, which exceeded the global average. In 2022, conditions have developed for the aggravation of the systemic problems of the Russian information technology market. These problems include a personnel shortage, insufficient solvent demand, distrust and caution of the corporate segment in relation to Russian software, dependence on foreign hardware, equipment and components.
The purpose is to systematize measures of state support for the information technology market in the context of international sanctions.
Objectives. To achieve this goal, the current state of the information technology market in Russia is investigated, problems of its development are diagnosed, and current measures of state support for IT companies are analyzed.
Methodology. Methods of statistical data analysis, analysis of regulatory legal acts and special literature on the research topic were used as research methods. The materials for the study were open information sources, regulatory legal acts, opinions of experts of the Russian information technology market, industry associations.
The results of the study made it possible to assess the relevance and relevance of state support measures, both implemented and developed, in the context of trends in the development of the information technology market and its problems.
Conclusion. The development and implementation of state support measures for the information technology market in Russia should be comprehensive and consistent with the opinions and expectations of business representatives and the professional community of IT specialist.
