Abstract

The relevance of the study is related to the importance of the export of Russian energy raw materials to world markets, and even in the face of sanctions pressure, the investment attractiveness of this sector of the economy does not lose its importance in the eyes of foreign partners.

The purpose is to analyze trends in the development of international business in the energy sector of the Russian Federation.

Objectives: analyze the current state of logistics orientations for the export of Russian energy raw materials; to show the investment attractiveness of the Russian energy market for foreign partners.

Methodology. The works of domestic and foreign specialists were used as initial theoretical materials. International business and its development in the energy sector are analyzed within the framework of the Triple Embeddedness Framework (TEF). The information base is represented by statistical data from Worldtradelaw, materials from the Official Website of the International Trade Administration, the Competence Center for Interaction with International Organizations (Globalcentre), the Ministry of Energy and the Central Bank of Russia, and energy companies of the Russian Federation.

Results. It has been proven that due to the difficult geopolitical situation and sanctions pressure, the Russian energy business experienced some investment difficulties, but quickly regained its influence and again began to attract significant amounts of foreign direct investment.

Conclusions. Promising areas of business cooperation in the energy sector for Russia are the UAE, Vietnam as a potential future importer of LNG, China, which today accounts for the bulk of Russia's total energy trade, and other East Asian countries.

Abstract

Relevance. Currently, ferrous metallurgy plays an important role in the Russian economy. The ferrous metallurgy industry accounts for approximately 5-6% of GDP and is a key indicator of the country's technological development and production capacity. It affects various spheres of society, including construction, mechanical engineering, and the automotive industry. Ferrous metallurgy is also relevant because of its connection with environmental and energy problems. However, for the successful development of this industry, systematic work is needed to modernize technologies, ensure energy efficiency, and comply with environmental standards.

The purpose is to analyze the effectiveness of the functioning of the domestic ferrous metallurgy as the basis for sustainable socio-economic development of the country in modern conditions and identify trends in the development of industry in the context of sanctions and global economic stagnation.

Objectives: it is necessary to identify whether the policy of import substitution established by Russia and the adopted Strategy for the Development of the metallurgical industry of the Russian Federation for the period up to 2030 contributes to economic growth, improving national security and ensuring a decent standard of living for the population of the country.

Methodology. The above study used the works of Russian scientists and the analysis of materials by Russian experts. Methods of comparison, analysis, synthesis and forecasting were used in the study.

Results. Ferrous metallurgy, based on advanced technologies, is not only an indicator of economic and social development but also forms the basis of the country's economic independence and security.

Conclusions. The development of ferrous metallurgy without the revival of domestic engineering and the replacement of imported machines and technologies with their domestic products will lead to a further increase in dependence on the Western economy and the goals of Western politicians, and this is not only a matter of security, but also the existence of the state itself.

Abstract

The relevance of the research is determined by the search for effective tools to increase the competitiveness of enterprises in the digital environment.

The purpose of the study is to analyze the impact of strategic and operational marketing actions on the activities of modern enterprises, as well as to provide practical justification for ways to increase their effectiveness in building actions in an online environment.

The objectives of the study are related to the disclosure of the content and features of the implementation of strategic and operational marketing solutions of the enterprise; critical analysis of the company's marketing promotion system in the online environment; formation of recommendations for improving the effectiveness of strategic and operational marketing solutions of the enterprise.

Methodology. The research is based on the application of content analysis methods, the method of theoretical analysis, the method of comparison, induction and deduction, the logical method, and the systematic approach.

Results. The content is disclosed and the features of strategic and operational marketing decisions made by enterprises when promoting in the online environment are revealed. Using the example of a specific enterprise, an analysis of the implemented strategic and operational marketing solutions was carried out, advantages and disadvantages were identified. Recommendations have been formed to improve the effectiveness of strategic (in terms of choosing channels of communication with consumers; improving communication in social networks; evaluating the effectiveness of strategic marketing solutions) and operational marketing solutions of the enterprise (expanding entertainment content; introducing graphic elements in images and videos; maintaining continuous movement).

Conclusions. The optimal combination of strategic marketing solutions related to the choice of promotion channels, the formation of content plans and the definition of key tools for interaction with consumers, and operational marketing solutions (including the adjustment of promotion channels, advertising models to a flexibly changing situation determined by fashion, changes in technological approaches to promotion, consumer preferences in content and various types of it) is substantiated creation), contributing to increasing the sustainability and adaptability of the enterprise in the modern digital environment.

Abstract

The relevance of the study consists in the need to increase the motivation and efficiency of personnel in the context of a changing economic situation and technological changes at the enterprise of the military-industrial industry.

The purpose of the study is to develop a system for accounting for bonuses for personnel on the basis of an updated system of principles for stimulating the activities of employees at the enterprise of the military-industrial complex.

The оbjectives: are to develop, on the basis of a comparative analysis of the peculiarities of the industry and the principles of stimulation, a refined system of principles for stimulating the activities of employees; test the method of assessing the performance of employees of scientific, technical and production departments; develop a regulation on the distribution of the amount of the bonus between employees of the enterprise at the end of the reporting period.

The methodology is a qualitative study, including an analysis of the existing system of accounting for personnel bonuses, as well as the introduction of an improved system of accounting for bonuses at the enterprise of the military-industrial complex.

Results. The article describes the development of a new model for accounting for bonuses for personnel, adapted specifically for enterprises of the military-industrial complex, taking into account their characteristics and needs, and also contains practical recommendations for improving the system of accounting for bonuses for personnel at enterprises of the military-industrial complex, based on the result of the study.

Conclusions. Based on the generalization of the best practices of scientists, in terms of the formation of requirements for the system of incentives for employees, as well as the specifics of the activities of the defense industry, the system of principles for stimulating the activities of employees in defense industry organizations was clarified, which made it possible to reduce staff turnover and achieve the strategic goals of enterprises. Key performance indicators have been proposed and tested to assess the performance of employees, as well as regulations on the distribution of the amount of the bonus between employees of the defense industry enterprise based on the results of the reporting period based on the assessment of the employee's labor contribution, obtained by summing up points on basic bonus indicators and individual motivation indicators, This made it possible to calculate the employee's remuneration in a certain order and establish the procedure for awarding employees of scientific and production divisions.

Abstract

The relevance of the study is determined by the fact that the transformation of the socio-economic conditions of the functioning of enterprises in modern conditions requires the construction of a management system for the strategy of their development. In turn, to build such a system, it is necessary to systematize the existing principles and rank them for further use in the process of its formation.

The purpose of the study is to assess the experience accumulated to date in the formation of enterprise development strategy management systems, systematize and rank the principles of constructing such a system based on an assessment of their importance for its sustainable development of the enterprise.

The objectives of the study are to analyze and clarify the definitions of “management system”, “strategic management”, “management system for enterprise development strategy”; classification of principles of strategic management; development of principles for constructing a management system for the enterprise development strategy; systematization and ranking of principles based on their importance for the sustainable development of an enterprise.

Methodology. In the process of conducting the research, the following methods were used: comparative analysis of sources, classification, synthesis, ranking, method of analysis of T. Saaty's hierarchies.

Results. As a result of the study, the authors clarified such definitions as: “management system”, “strategic management”, “management system for enterprise development strategy”, carried out a classification of the principles of strategic management, and proposed principles for constructing a management system for the enterprise development strategy.

Conclusions. The authors conclude that the “enterprise development strategy management system” is a complex of interconnected components that allows you to develop and monitor the implementation of a development strategy based on certain principles and to achieve the established goals of the enterprise. The principles of constructing a management system for the development strategy of an enterprise are: the principle of “modularity” of construction, the principle of efficiency, the principle of economic resilience, the principle of flexibility. In conditions of unstable economic situation, the most important principle for building an effective system for managing an enterprise’s development strategy is the principle of resilience.

Abstract

Relevance.  The problems of sustainable development, the development of a resource-saving economy, and a closed-loop economy are becoming increasingly relevant for the Russian Federation, as a state whose economy accounts for a significant volume of its raw materials sector. The stable state of the extractive industry enterprises, the continuing internal and external demand for natural resources of our country reinforce the need to form and implement a balanced macro- and mesoeconomical resource conservation policy, financial and investment support for extractive and processing enterprises to implement environmental and environmental programs, as well as further development and improvement of economic tools for managing resource conservation processes.

The purpose of the study is to determine the composition of the main economic tools for managing resourcesaving processes presented in modern Russian economics and found in the practice of individual business entities. 

The objectives are as follows: to investigate the theoretical foundations of the development of the main economic instruments for managing resource conservation processes; to determine the main directions of modern macroeconomic policy, implemented state programs of the Russian Federation of an environmental orientation; to propose a general description of economic instruments for managing resource conservation processes.

The methodology is a combination of general scientific research methods – analysis, synthesis of received information, interpretation of data. The study uses data from the statistical observation of current (operational) environmental protection costs in the Russian Federation, posted on the official website of the Federal Statistics Service. 

Results. Some recommendations are proposed to expand the possibilities of using economic tools for managing resource conservation processes in the subjects of the Russian Federation.

Conclusions. In modern Russian economics, in general, the composition of economic instruments for managing resource-saving processes has been formed. The main economic tool for managing resource-saving processes on the part of the state is government subsidies to the regions of Russia. Economic entities, primarily corporate businesses, also make a significant contribution to protective and environmental measures.

Abstract

Relevance. In the context of digitalization and digital transformation, the institutional environment can be considered as a tool for managing the development of the region. This circumstance predetermined the choice of topic and proved its relevance.

The purpose of the study is to study the institutional environment as a tool for managing the development of the region in the context of digitalization.

Objectives: the management of the implementation of state programs in the context of digital transformation, compliance with the requirements of federal and regional legislation regulating project activities, the possibility of regulating the mechanisms of project management of regional programs are considered; the role of project management is considered as an effective tool for the implementation of national projects in changing conditions, ensuring the achievement of national goals.

Methodology. In the process of carrying out the work, analytical methods were used to study the mechanisms of regional management, including digital technologies and their impact on the efficiency of management processes.

Results. As a result of the work on this study, it was revealed that project management of government programs today comes to the fore. project management has a fundamental difference in terms of integration and synchronization of target indicators of state programs, taking into account the requirements of legislation at the federal and regional levels. More significant factors of the internal and external environment are identified that influence the result during project management, regulatory regulation, monitoring control points, and assessing the effectiveness of using the resource potential of the region, the ability to make timely adjustments during the implementation of activities by responsible participants to achieve results, for which it is necessary to simplify the adjustment procedure.

Conclusions. When forming government programs, it is important to assess the impact of the process of organizing project activities in each region. Compliance with the requirements of regulatory legal acts and other methodological frameworks regulating the organization of project activities, as well as the effectiveness and efficiency of regional programs is assessed. In this regard, improving the legislation regulating project activities in order to ensure the implementation of national projects will strengthen the possibilities for the transition of the real sector of the economy to a digital format.

Abstract

Relevance. The article examines the existing methods of assessing the financial stability of commercial organizations and identifies differences in approaches to assessing the financial stability of production and trade organizations, including those working under a commission agreement and/or agency agreement. A mechanism for assessing the financial stability of a counterparty is proposed, which allows step-by-step: to assess the liquidity of the balance sheet and calculate the payment surplus/shortage; to determine the type of financial stability using various assessment methods; to analyze the indicators of financial stability in dynamics by means of calculating and comparing the corresponding values of the coefficients. The existing methodology for calculating aggregated indicators to determine the type of financial stability of counterparties who are commission agents and/or agents has been clarified.

The purpose is develop a financial stability assessment mechanism applicable to determine the risk of nonfulfillment of obligations by counterparties.

Objectives: to analyze approaches to the definition of "financial stability"; to identify types of risks when working with counterparties; to classify counterparties according to the degree of risk of default; to propose a methodology for calculating aggregated balance sheet liquidity indicators for resellers, as well as a methodology for calculating aggregated indicators when analyzing the financial stability of resellers.

Methodology. A wide range of research methods and theoretical concepts have been used to assess financial stability. The main methods of analysis and synthesis, didactics, coefficient analysis, financial analysis, contributing to a detailed consideration of the research problem.

Results. A mechanism for assessing the financial stability of a counterparty is proposed, on the basis of which the types of risks when working with counterparties are determined; the existing methodology for calculating aggregated indicators to determine the type of financial stability of counterparties who are commission agents and/or agents is clarified.

Conclusion. The result of the study was the developed mechanism for assessing the financial stability of the counterparty, which is carried out in stages.

Abstract

Relevance. The construction industry produces a third of global waste, much of it is not recycled, ending up in landfills and polluting the environment. Between 2000 and 2020, the volume of construction work has increased more than 12-fold. The flip side of the process is a proportional increase in waste. In the insulation materials market and in the construction industry in general, the relevance of the lean manufacturing concept is growing, as it can be used to reduce the amount of resources consumed and increase business efficiency.

Purpose. This article considers the developed measures for implementation of the concept of lean production in the framework of strategic management of the enterprise at the plant of the market of thermal insulation materials.

Objectives. Within the framework of the concept realization the excessive quality is reduced, the system of personnel training is implemented and the level of competitiveness of the enterprise is increased.

Methodology. The object of the study is the plant of Belgorod region, the leader in labor productivity in the city of Belgorod. The works were carried out from 2021 to 2023.

Results. Due to the implemented program labor productivity increased by 2,0%, the number of scrap was reduced from 1,7% to 0,8%, new strategies for the development of the company were developed due to the introduction of personnel training system.

Conclusions. The program of increase of competitiveness of the enterprise of branch of heat-insulating materials on the basis of introduction of the concept of lean production at its projection on other companies given in the present article is perspective in the plan of increase of competitiveness of the Russian Federation in the world arena, in fact the economy of the country depends on efficiency of subjects functioning in it.

Abstract

Relevance. Today, along with the development of inclusive tourism, there is a need for balanced interaction between its participants. This interaction is an essential element for achieving sustainable development of inclusive tourism in the long term.

The purpose is development of a model of interaction in the field of inclusive tourism aimed at optimizing cooperation between key participants in this industry.

Objectives: to determine the role of the state in the development of inclusive tourism, to form a model of the external environment of interaction in inclusive tourism, to analyze the interaction between government agencies, the private sector, non-governmental organizations and consumers in the context of inclusive tourism.

Methodology. The research methodology included the use of subjective, systemic, process and functionalenvironmental approaches to analyze the internal and external environment of interaction in inclusive tourism.

Results. Currently, the problem of inclusive tourism is becoming urgent, which is the newest method of rehabilitation and restoration of human well-being. The intersectoral tourism complex acts as a catalyst for integration and innovation, and supports a variety of tourism products and services. The UNWTO model is universal, but unsuitable for a number of criteria for the specific conditions of individual regions. The State forms a framework for the development of inclusive tourism and participates in the creation of departments and committees that interact with various sectors of the economy and tourism organizations. The presented comprehensive model of interaction is based on the principles of synergy and information exchange between stakeholders.

Conclusions. Effective communication between participants in the tourism market can be achieved through the development and provision of adapted technologies. It is necessary to create an accessible infrastructure, protect the rights and interests of inclusive tourists through joint efforts and the exchange of knowledge and resources. An inclusive tourism system should include not only the adaptation of infrastructure and services, but also educational initiatives. There should be an integrated approach that ensures a strong link between the State, the private sector and public organizations.

Abstract

The relevance of the study is determined by the need to assess the introduction of culinary studios into the restaurant business as an innovative product of the development of the gastronomic space of the Kursk region. 

The purpose of the article is to provide an economic justification for the introduction of culinary studios into the gastronomic space of the Kursk region in order to popularize domestic tourism in the region. 

Objectives: to study the theoretical foundations of gastronomic tourism; to consider the historical aspect of the research topic; to evaluate the experience of using culinary and gastronomic studios in the Kursk region; to develop a strategy for reforming the tourist product and the optimal ways to integrate it into the infrastructure of the restaurant business in the region.

Methodology. To study scientific articles, works of domestic specialists, statistical data and other sources related to the research topic, the authors of the article relied on general scientific methods such as analysis, observation, description, comparison, graphical representation, synthesis.

Results. Based on the study of the development of the gastronomic space of the Kursk region, recommendations were formed on the introduction of culinary studios into the restaurant business to increase the tourist flow and popularize domestic tourism in the region.

Conclusions. During the study, the authors conclude that the creation of culinary studios and their introduction into the restaurant business of the Kursk region will contribute to the comprehensive development of gastronomic culture and tourism in the region. With the help of this tool, the personal brand of the Nightingale Region will be able to attract attention, increase interest in its culture and history, as well as stimulate the development of small and medium-sized businesses in the catering and tourism industry, including by attracting investors.

Abstract

Relevance. At the present stage of economic development, collaborations are gaining relevance, which are considered as a marketing and social tool. In 2023, this is a real trend both among local brands and among brands with a global level. This is a way to stand out from the competition and promote a product or service unobtrusively and creatively. Also, the popularity of this tool is added by the lack of binding to any of the types of marketing. It can be argued that collaboration is characterized by universality.

The purpose of this topic is to determine the conditions for creating a successful collaboration. 

Objectives. To achieve it, the tasks are set: to consider the concept of collaboration as an innovative tool, the history of its appearance as a marketing tool, the differences between collaborations and affiliate marketing, types of collaborations, successful and unsuccessful cases, to analyze the successful collaboration of the Laviani Cosmetology and Natural Beauty Center and the Twine Fitness and Stretching studio Shpagetty

Methodology. The main research methods used were theoretical – the study of statistical data, research conducted in this area, theoretical training materials on the topic under consideration, practical experience in conducting such campaigns – and empirical – conducting a collaboration and its analysis after completion.

Results. As a result, the rules for organizing a successful collaboration were derived and a conclusion was made about the capabilities of the marketing tool in question. 

Conclusions. Collaborations are an innovative way to attract a new audience, the essence of which is the creative presentation of a fundamentally new product, which is the result of cooperation between two companies with the same values. Despite the long history, collaborations in the form in which they exist now can be called an innovative marketing tool.

Abstract

The relevance of the research is determined by the need to adapt the activities of enterprises to the rapidly developing digital environment, which requires regular revision of the promotion strategy and adaptation to the new changing conditions shaping the business landscape. 

The purpose of the study is to develop an innovative approach to the organization of the company's activities based on the use of digital technologies for brand promotion in the face of changes, as well as to determine the directions of their practical implementation.

The objectives of the research are to determine the theoretical and methodological foundations for the formation and implementation of a brand promotion strategy in the company's activities; substantiate the role of digital technologies in the brand promotion strategy of a modern enterprise; develop an innovative approach to the organization of the company's activities based on the use of digital brand promotion technologies.

Methodology. The paper uses the method of theoretical analysis, the method of classification, synthesis, deduction and induction. The following practical research methods are used: observation method, analysis of collected data, description, economic analysis, comparison method, systematic approach. The applied empirical research methods include: choosing a platform for posting content, ways and channels of influencing the consumer audience of an Internet resource. 

The results. The elements of an innovative approach to the organization of an enterprise's activities based on the use of digital brand promotion technologies are revealed: the procedure for analyzing content and determining its compliance with the target audience; segments of the target audience for interaction in the process of brand promotion; main and additional promotion channels; options for creating a communication strategy; metrics used to assess the effectiveness of a brand promotion strategy. The stages of digital content creation are highlighted and the author's recommendations for their improvement are proposed.

Conclusions. An innovative approach to brand promotion using digital promotion technologies is presented, the uniqueness of which consists in the use of updated basic elements and digital tools at each stage of the strategy, allowing to increase the adaptability of the enterprise to changing environmental conditions.

Relevance. The study of the features of the work and development of marketplaces is a relevant area, since these platforms play a significant role in modern society and business, representing a business model of the modern economy. They bring together sellers and buyers, providing the opportunity to sell goods and services over large territories and increase their customer base. Additionally, analyzing the key features of popular e-commerce platforms can help entrepreneurs choose the most suitable platform for their business and determine its advantages and disadvantages. Online stores offer a wide range of products, convenient delivery and discounts for regular customers. In addition, many marketplaces work directly with manufacturers, which allows them to offer products at lower prices. Thus, we can assert the relevance of the study of marketplaces as a business model of the modern economy.

The purpose of the study is to study the features of the operation of distance trading platforms - marketplaces, the history of their origin, the impact on purchasing behavior, key characteristics, as well as the advantages and disadvantages of popular e-commerce platforms.

Objectives: identifying the weaknesses of online stores; identifying possible ways to solve problems arising in this area of business.

Methodology. The following methods were used to study online stores: data analysis, user survey, comparison of various platforms, study of reviews and ratings.

Results. Selling through marketplaces is the business model of the modern economy. It is necessary to take into account the peculiarities of the functioning of marketplaces, their differences from other forms of sales of goods in the conditions of applying a modern business model that is adequate to the real conditions of doing business and economic development.

Conclusions. The use of marketplaces is associated with the ability to minimize the costs of production, sales, purchase or exchange based on building effective interaction on a digital platform and various adaptive combinations of business processes. This allows us to prove the initial assumption that the marketplace is a business model of the modern economy.

Abstract

Relevance. The use of digital tools has become a reality in all spheres of human activity in the last decade. The modern university has become a testing ground for technological innovations, in which digitalization is not only a managerial and scientific driver, but also a constant practice of educational relations.

At the same time, the process of implementation and use of the digital scientific and educational environment is due to a number of circumstances (problems) that need to be overcome specifically in scientific interdisciplinary discourse: firstly, the ongoing discussions around the dyad “human - artificial intelligence” and the uncertainty of the boundaries of the co-evolving unity of its components; secondly, the existing request of the university community for their implementation and the infrastructural limitations of using digital tools in the educational environment of a particular educational institution.

Therefore, the digital scientific and educational environment of the university remains the focus of close attention of researchers and the entire scientific community.

The purpose is determine directions for improving the digital scientific and educational environment of a modern Russian university 

Objectives: characterize theoretical and methodological approaches to the creation and use of a digital scientific and educational environment; identify problems and prospects for implementing management practices for its implementation; to specify effective ways of innovative changes.

Methodology. The methodological discourse is built in line with the main problem of our time ‒ the contradiction between the achievements of scientific and technological progress on the one hand and spiritual and moral culture on the other. The conceptual “portfolio” of the study is formed from the main provisions of social theories of educational management using quantitative and qualitative methods of data collection and analysis.

Results. A theoretical "portfolio" of concepts and approaches has been defined that explain the sociocultural nature of the digital scientific and educational environment of the university. Based on empirical data based on surveys and expert assessments, the pros and cons of introducing digital technologies are identified and directions for their improvement are outlined

Conclusions. Digitalization is an element of inevitable progress and transformation of all spheres of human activity. The digital scientific and educational environment of the university is intended to become a trigger for innovative changes in educational relations.

Abstract

The relevance of the work is determined by the demand for consolidation of local communities, which in an unstable social environment acts as one of the forms of social conjunctionality and creates prerequisites for their successful reproduction, increasing competitiveness and ensuring security. The importance of analyzing the problem of the value bases of consolidation is also connected with the insufficient study of the factors of consolidation of urban communities, including the regulatory role in the development of consolidation processes in an urbanized environment of values and meanings, the need to overcome illusions and misconceptions about their influence.

The purpose of the article is to determine the value bases for the consolidation of urban communities, to establish logical connections and interdependencies between them.

Objectives: conceptualization of the phenomenon of social consolidation in a modern unstable society; analysis of the value bases of social consolidation; systematization of the value bases of social consolidation of urban communities; a meaningful description of the main value patterns on which the consolidation of urban residents can be based.

Methodology. The research is based on the communicative theory of solidarity (Yu. Habermas); the concept of social conjunction and social disjunction (O. A. Karmadonov).

The empirical basis of the work was the results of the study "Social consolidation of urban communities: opportunities and limitations in the conditions of digitalization of the urban environment", carried out in 2022 by methods of mass questionnaire survey (n=1518, quota sample) of urban residents (Kursk, Belgorod, Voronezh regions); expert survey (50 experts); focus group interviewing urban residents (6 groups). The secondary processing of the data of the "Integrated Monitoring "Consolidation Potential of the Belgorod region", carried out by the method of a questionnaire survey of the population of the Belgorod region in 2022 by the research laboratory for the development of civil society of the Belgorod State National Research University (n = 6800, quota sample), was used.

Results. The bases of consolidation are value patterns, each of which can be interpreted as a complex of stable, semantically unified representations formed on the basis of a specific configuration of values; in relation to urban communities, it can be stated that the patterns of identity, justice, trust and responsibility are of particular importance for the prospects of consolidation; the considered patterns are potentially interconnected; at the same time, the most significant integrator The pattern of justice stands out; However, all these patterns have not yet been sufficiently formed in the mass consciousness.

Conclusions. The task of initiating and regulating the consolidation process in an urbanized environment in the context under consideration appears as the task of establishing in the public consciousness attitudes to the local identification of citizens; increasing the level of trust within a long social distance; forming an ideologeme of responsibility for the organization of urban life, but most importantly – consistent implementation of the principle of social justice.

Abstract

Relevance. The article discusses issues related to the development of media competence of university students as a key factor in the effectiveness of individual and team work. The development of IT technologies and changes in the system of social communications lead to the constant development of competencies, primarily metacompetencies. At the same time, there is a "gap" between the levels of public administration, the development of technology, personnel and the socio-economic sphere, which leads to a social catastrophe. The elimination of such a "gap" is possible only with the development of staff competencies. The results of specific studies evaluating the effectiveness of individual and team work using methods of nonlinear dynamics, multifactorial regression and cognitive modeling are presented.

The purpose is to give an idea of meta-competencies and models of their practical use in individual and team work.

Objectives: to conduct a brief analysis of: existing competence-based approaches, including to give an idea of the non-classical competence approach; the "holistic competence model" used in the management of competence development; to give an idea of the educational situational center (USC) as an effective gaming environment for the development of competencies; to propose a scheme for the synthesis of scientific, educational and managerial practices used at the university; to give a general idea of the different types of social trajectories; to give an idea of the student's educational and career trajectory as one of the types of social trajectories designed to manage the development of competencies.

Methodology. In studying this topic, the following methods were used: the method of theoretical analysis of the sources of research of the problem, the illustrative-graphical method, the method of comparative analysis, as well as various types of modeling (nonlinear dynamics of processes, multifactorial regression and cognitive modeling).

Results. The article presents an analysis of the results of practical research in the field of all types of modeling used.

Conclusion. In the process of formation and development of meta-competencies, both individual and team, the authors propose to use various types of modeling (a system of models) designed to manage meta-competencies in project work

Abstract

Relevance. The concept of "people" has a system-forming significance for the modern political structure of the world. This is due to the exclusive right of the people to self-determination. In other words, the people within the territory of residence are the only source of power, which allows them to organize states, establish rules of conduct (laws) on their territory. The development of technology has made the experience of interacting with the digital space a part of everyday human life. The gradual adoption of digital reality as the main pattern will form the need for users to equip the digital environment in the image and likeness of the physical world. With the development of intersubjective digital relations, in the presence of favorable conditions, the nature of relations between group members is qualitatively transformed, which can form such users' idea of their group as a digital people.

The purpose of the study is to explore the nature and prospects of digital people, i.e. highly organized groups of users who have established their own rules in a certain digital space and influence the virtual and physical world.

Objectives: conceptualization of the concept of “digital people”, analysis of the historical, philosophical and legal foundations of the digital people as a phenomenon; identifying scenarios for the development of intergroup relations among active users of the global information and telecommunications network.

Methodology. The research methodology includes an interdisciplinary and systematic approach, a method of historical analysis.

Results. An analysis of the historical, philosophical and legal foundations of the formation of many people into a people was carried out, which made it possible to conceptualize the concept of “digital people” as a more complex socio-political phenomenon, emerging at the intersection of the virtual and physical world.

Conclusions. A comprehensive philosophical and methodological analysis of the phenomenon of digital people made it possible to identify the source of power of such a group, which stems from the group itself, and therefore, at the stage of establishing its rules within the occupied digital space and/or establishing a digital state, such a group will not need approval and approval from the outside third parties.

Abstract

Relevance. In Western political philosophy and political theory, the judgment that modern democracy does not have a satisfactory general ("synoptic") theory, has the status of (almost) universal significance ‒ the philosophical interpretation of this "situation" is an urgent research task for modern political philosophy.

Purpose. The representation of the political in the "concept of the political" and the "economic paradigm of the political" reveals identical characteristic features; the configuration of their unity and the assessment attributed to them differ ‒ the goal is to understand the different meanings attributed to the same "phenomena" and "processes" of modernity in conceptual frameworks defined by opposite paradigms.

Objectives. The method of determining the actual policy in the horizon of "metaphysical principles" is demonstrated. The fundamentals of the paradigmatic representation of the political and the principles of constructing the narrative of modern liberal democracy are revealed. The procedure of giving credibility to theoretical judgments about the political is analyzed.  

Methodology. The paradigmatic representation of the political can be understood, and only as a result explained; understanding refers to the real concept, explanation – to reality; the combination of the "real" and "real" distinguished in the tradition of Western philosophy takes place in a philosophical concept; the formation of the concept presupposes philosophical interest; philosophical hermeneutics and deduction provide tools suitable for understanding the political in unity: from "metaphysical foundations" to practical politics. 

Results. The statement about the romantic nature of the modern representation of the political in the liberal economic paradigm looks reliable. It is proved that historical and aesthetic representation, more than «mimetic», fulfills the imperatives attributed to the modern form of political – Western representative democracy. The evidence of the necessary replacement of the «center of political ontology» from the sovereign to an «empty place» is demonstrated.

Conclusions. Representative democracy, romantic and postmodern, is a necessary and legitimate form of the modern liberal way of representing the political. The main task of aesthetic politics is supposed to ensure security: "keep to the middle and avoid extremes", exclude an event, normalize the political, that is, to banalize politics.

Abstract

Relevance. The modern stage of innovative development in the "triple helix" model is realized not by itself, but through the activities of institutional agents of its structure. Therefore, the study of their dispositions is especially important. The real quality of transinstitutional interaction largely depends on their condition.

The purpose of this study is to consider and analyze the subjective dispositions of institutional agents of the "triple helix". Among the institutional structures, special attention was paid to the state and role of the modern higher education system, primarily to the regional universities themselves, directly involved in the territorial processes of "spiralization".

The objectives are to describe and generalize the structure of dispositions of institutional agents of the triple helix.

Methodology. The research was carried out using sociological methods of surveys and interviews based on systemic principles of interpretation.

Results. As a result of the study, a generalized structured empirical picture of the subjective dispositions of institutional agents of the "triple helix" was formed. According to the expert positions of the study, today it is not only premature, but also dangerous to deny the traditional institutional predestination of "spiral" processes. However, it is necessary to create platforms for using relevant morphologies of collective intelligence, including hybrid intelligence, as a tool to overcome the exclusively institutional "predestination" of the innovation process.

Conclusions. It can be argued that despite the institutional peculiarities of representatives of government, business, and education, as bearers of various professional cultures, all of them are united in their judgments by a common umbrella project of the "breakthrough of Russia". One of the unique synergetic trends, claiming, in our opinion, for the fastest possible development and achievement of scientific, political and economic "hype", is the University 4.0 platform.

Abstract

Relevance. The increasing competition between financial institutions and technology companies requires the active implementation of innovative developments in current activities. Artificial intelligence is becoming an everyday fact of presence in communications between business partners and customers, generating new formats of interaction. "Smart" technologies based on artificial intelligence are able to take on certain mechanical functions related to the verification and verification of contract terms, which can significantly speed up formal procedures and reduce the likelihood of operational errors. Innovative solutions for the fulfillment of contractual obligations based on the signing of smart contracts in various business areas contribute to the use of such in banking, where communication is constantly taking place according to standard banking procedures.

Purpose. The purpose of the work is to reveal the peculiarity of the use of a smart contract in the banking business for its scaling.

Objectives. The following tasks were set and consistently solved in the article: to study the features and nature of the emergence of smart contracts in the business environment, to analyze the existing practice of using this tool, to formulate the principles of transformation of contracting processes with the introduction of "smart" technologies into traditional banking business.

Methodology. The methods of generalization, systematization, analogy, graphical and logical analysis, and idea generation were used in the work.

Results. The paper examines the properties of an innovative digital banking business contracting tool, highlights its main characteristics and grounds for application, and considers the mechanism of its implementation in the blockchain environment.

Conclusions. The article examines the directions of the future development of banking in the domestic banking sector and draws conclusions about the further development of "smart" technologies in the context of increasing competition between banking and technology companies. The expansion of banking business in the online space is impossible without the use of advanced solutions in the field of customer service, which leads to the emergence and development of the practice of intellectualization of traditional contract processes.

Abstract

Relevance. The study of a balanced diet of the population is relevant at the present time, since a healthy diet is one of the key factors affecting human health and preventing the development of many diseases. It is also important to maintain optimal physical and mental health, increase productivity and improve quality of life. Malnutrition and obesity increase health care costs because more resources are needed to treat related diseases. This puts pressure on health budgets and may worsen the availability of medical care for other patients.

The purpose of the study is to assess the economic aspect of the importance of a balanced diet.Objectives 

Objectives: to study the essence and main criteria of a balanced diet; to identify health problems associated with an unbalanced diet of the population; to consider the increase in the number of obese patients as a health problem.

Methodology. The methodological basis of the study was the idea that there is a connection between a balanced diet of the population and the burden on the country's health care. 

Results. The analysis carried out in the work showed that malnutrition and obesity increase health care costs, since more resources are needed to treat diseases related to these problems. This puts pressure on health budgets and may worsen the availability of medical care for other patients. 

Conclusions. A balanced diet can lead to lower health care costs by reducing the risk of developing chronic diseases such as obesity, cardiovascular disease and diabetes. This can lead to lower healthcare costs for individuals and society as a whole. In addition, a balanced diet can increase productivity and reduce absenteeism in the workplace. When people eat right, they are less prone to fatigue, illness and other diseases that can affect their ability to work effectively. This can lead to increased productivity and economic growth.
